Increase trust from the grassroots

Regularly participating in grassroots Party cell activities, many Party Secretaries of communes and wards in Hanoi identified this as an important channel to grasp the situation, listen to the thoughts and aspirations of Party members and people, and concretize the Resolution of Party Congresses at all levels in the fastest and most effective way.

On the evening of November 3, the regular meeting of the Party cell of residential group No. 30, Long Bien ward ( Hanoi ) took place more frankly and enthusiastically with the participation of comrade Nguyen Manh Ha, Secretary of the Party Committee of Long Bien ward.

Party member Hoang Thi Vien expressed her excitement when the ward Party Secretary directly attended and gave specific instructions. "This is a great encouragement for the Party cell as well as the Party members," Comrade Vien shared.

The meeting took place in a lively and frank atmosphere, clearly demonstrating the spirit of democracy within the Party and responsibility to the grassroots. Here, the Party cell evaluated the results of the implementation of tasks in October 2025, deployed tasks for November 2025, and quickly informed about the results of the activities of the Ward Party Committee in the past time.

Party members enthusiastically participated in giving opinions on ideological work and digital transformation; at the same time, frankly raised a number of issues on environmental sanitation, drainage, as well as public opinion of a part of the local people when the ward handled illegal constructions on agricultural land and public land.

Speaking at the meeting, Long Bien Ward Party Secretary Nguyen Manh Ha informed about the important orientations of the 18th Hanoi City Party Congress and the initial results in disseminating and implementing the Resolution of the 1st Ward Party Congress.

In addition, the Party Committee leaders of the ward also shared and specifically answered issues that some party members were concerned about, such as the implementation of regulations on fire prevention and fighting, especially at warehouses and factories built on public land and agricultural land in the area.

The Secretary of the Long Bien Ward Party Committee said that violations on public land were only committed by a few individuals who previously arbitrarily rented it out, causing budget losses and failing to ensure fire prevention, fire fighting, food hygiene and safety, affecting security and order... "We must be united in our thoughts, and these violations must be dealt with resolutely. The Party Committee and each Party member must participate in propaganda to reach consensus on implementation," said comrade Nguyen Manh Ha.

Appreciating the quality of the meeting, however, the Secretary of the Long Bien Ward Party Committee said that the Party cell organizing regular meetings must find ways to build the Party cell and develop a clean and strong locality. For example, the Party cell of residential group 30 can strive to be at the forefront of digital transformation in 2025, thereby creating a competitive motivation for other Party cells, as well as spreading this task throughout the ward.

Obviously, when the head of the Party Committee of the ward or commune attends the Party cell meeting, the quality of the meeting is clearly improved.

At the regular meeting in November 2025 of the Quang Minh village party cell, Tam Hung commune, party members also expressed their excitement when the commune Party Secretary Bui Van Sang attended.

Although leaders were present, the meeting was very democratic and open. Party members frankly pointed out the existing reality in land management, such as errors in boundaries and names of land users, causing difficulties in administrative procedures. Party members requested the commune to speed up the process of conversion, issuance of land use right certificates, review and update cadastral data to ensure publicity, transparency and convenience for the people. Those frank and practical opinions clearly reflect the sense of ownership and responsibility of Party members, and at the same time contribute to strengthening people's trust in the Party's leadership.

Giving opinions to party members, the Party Secretary of Tam Hung commune emphasized: "The direct attendance of the Party Committee at the cell meeting is not only to grasp the situation, but also an opportunity to listen, share, orient, create trust and consensus within the Party and among the people."

In the current period, innovation in the content and methods of Party cell activities is an inevitable requirement to improve the leadership capacity and fighting strength of grassroots Party organizations. Party cells need to concretize and effectively implement Directive No. 50 of the Secretariat on "Continuing to innovate and improve the quality of Party cell activities in the new period", associated with the application of the Electronic Party Member Handbook, a digital tool to help Party members study, look up, and perform tasks quickly, transparently and effectively.

In the context of Tam Hung commune gradually perfecting the criteria to move towards becoming a ward, land management work needs to be carried out seriously, accurately, and land data needs to be cleaned. Party members need to promote the pioneering and exemplary spirit, take the lead in compensation and site clearance work, create motivation to promote urban development, build advanced and exemplary new rural areas.

According to the Secretary of the Tam Hung Commune Party Committee, the Party cell needs to organize specialized meetings, such as in-depth discussions on site clearance, or solutions to support vocational training for people after land acquisition, helping to use compensation funds reasonably, invest for the right purposes, and avoid falling back into poverty.

Appreciating the very precise instructions of the Party Secretary of the commune, party member Nguyen Ngoc Son said: "When the leadership is close and attached to the grassroots, it will bring very good effects, increasing the trust of cadres, party members and the people."
