According to the Prime Minister's Power Plan VIII Implementation Plan, the Quang Ninh LNG Power Plant Project will operate in 2028-2029. To ensure sufficient electricity supply for production, business and people's lives in the period of 2026-2030, the Ministry of Industry and Trade requires the project investor and related units to focus on removing difficulties and strive to put the Quang Ninh LNG Power Plant into commercial operation in the third quarter of 2027.
The Quang Ninh LNG Power Plant Project is implemented by the Joint Venture of Vietnam Oil and Gas Power Corporation - JSC - Vietnam Mechanical and Installation Joint Stock Company - Tokyo Gas Co., Ltd - Marubeni Corporation, with the scale of: 1 gas power plant using combined cycle gas turbine technology with a capacity of 1,500MW; 500kV distribution yard and infrastructure and technical works serving the power plant; LNG import terminal meeting the output scale through the port of 1.2 million tons of LNG/year. The project is implemented in Cam Son, Cam Phu, Cam Thinh wards (Cam Pha city) and Thang Loi commune (Van Don district). The project has nearly 110 hectares of land and water surface with a total investment of about 2.2 billion USD.
According to calculations, the investment in the construction of the Quang Ninh LNG Power Plant will bring many economic and social benefits to localities, contribute to the provincial budget and create jobs for many workers in the province. Only the amount of tax paid to the provincial budget in particular and the state budget in general during the 25-year operation period of the project is about 67,000 billion VND. More importantly, the Quang Ninh LNG Power Plant will supplement the national power system with about 9 billion kWh/year in the context of contributing to ensuring energy security and reducing greenhouse gas emissions in the context of the North being at risk of power shortage.
However, due to the large amount of work and to ensure compliance with Power Plan VIII as well as related plans, the project had to supplement project objectives, adjust scale, implementation location information, change land and water surface areas used... leading to the investor having to adjust the project implementation progress compared to the original plan.
Determined to accompany investors to remove bottlenecks for the project, in July 2024, the Provincial People's Committee established a working group to direct the progress of the Quang Ninh LNG Power Plant Project, in which the Director of the Department of Industry and Trade was assigned as the head of the working group. The working group resolved the problems by clearly assigning tasks, responsibilities, and progress milestones to the members of the working group, which are related departments, branches, units, and localities.
In particular, regarding the land acquisition work, the project has been approved by the Provincial People's Council for the list of projects and land acquisition works in Resolution No. 235/NQ-HDND dated November 5, 2024. Mr. Pham Le Hung, Chairman of Cam Pha City People's Committee, said: Cam Pha City has completed the land acquisition plan, sent land acquisition notices to relevant organizations and individuals within the scope of the construction planning, including 8 households, individuals and 3 organizations. The city also mobilized maximum human resources, implemented the next steps to speed up the land acquisition work, and handed over the land fund to investors to implement the project as soon as possible, with the completion date before May 30.
Up to now, the project has completed many important legal procedures, such as: Approval of investment policy and approval of investors; addition of LNG specialized port to the detailed planning of the national seaport group No. 1; agreement on location and detailed technical parameters of LNG specialized port; approval of the planning, adjustment of the detailed planning 1/500 of the project; approval of the list of projects using land that need to select investors; report on basic design of fire prevention and fighting system; second adjustment registration certificate; approval of the results of appraisal of environmental impact assessment report and issuance of seawater exploitation license; appraisal of investment and construction feasibility study report...
Mr. Nguyen Hong Nguyen, CEO of Quang Ninh LNG Power Joint Stock Company, the investor of Quang Ninh LNG Power Plant project, said: Thanks to the active participation of the province and related units, most of the project's bottlenecks have been resolved. Currently, the investor has completed the project approval procedures and is carrying out the following tasks in parallel: connection agreement for Quang Ninh LNG Power Plant project, adjusting the project's Investment Registration Certificate based on the total investment capital approved in the feasibility study report; negotiating the power purchase contract, LNG gas purchase contract, selecting EPC contractor; procedures to ensure project implementation, site preparation work... Thereby striving to start the project on schedule.
