
If the first phase of the Plan, until June 30, 2025, is considered a "paving the way" step, focusing on completing infrastructure, standardizing the system, and ensuring interoperability, then from July 1 to December 31, 2025 is the key time for the real transformation of Vietnam's digital administration. This phase is identified as a "breakthrough" with clear, specific, and measurable goals, aiming to bring the administrative activities of the entire political system to a new level - unified, smooth, and transparent.
The biggest focus of Plan 02 is to centralize all online public services (DVCTT) on the National Public Service Portal, completely replacing individual local systems, creating a "single window" for people and businesses to interact with the State. All eligible administrative procedures are provided online in full or in part, helping people to submit documents, track progress and receive results on the same platform, without barriers of space, time or administrative boundaries.
According to the roadmap of the Plan, by the end of 2025, 100% of eligible administrative procedures will be centrally provided on the National Public Service Portal; 982 online public services will be completed with the requirement of 100% electronic results, ensuring the ability to reuse data and minimize paperwork. In addition, 82 priority administrative procedure groups according to Decisions No. 06/QD-TTg (2022), 206/QD-TTg (2024) and 422/QD-TTg (2022) of the Prime Minister will be provided online in full; at the same time, 1,139 other administrative procedures with dossier components will be completely replaced by digital data. This is a specific step to realize the policy of "people only provide data once, state agencies share many times".
A revolutionary goal in this period is that at least 80% of administrative records are processed completely online, people only need to enter data once, and 100% of administrative procedures are carried out regardless of administrative boundaries. That means people can submit documents anywhere, have them processed at any locality, and receive results online or by post – demonstrating the true spirit of "a unified digital Vietnam". When this model operates smoothly, traveling, submitting documents, and waiting will be replaced by a much smarter, more transparent, and more economical processing process.
To ensure long-term sustainability and effectiveness, Plan 02 also requires standardization, cleaning and synchronous exploitation of 12 key national and specialized databases, ensuring the criteria of "correct - sufficient - clean - alive - unified - shared". In particular, the database on cadres, civil servants and public employees is identified as a key component, expected to be completed in two phases in 2025. This will be the foundation for managing state administrative personnel using data, serving the reform of public service and civil servants, and enhancing transparency in governance.
It is worth noting that Plan 02 does not only stop at applying technology, but also aims to transform the national governance method. When data becomes the "soft infrastructure" of the Digital Government , executive decisions will be based on accurate, real-time information, minimizing subjective intervention and increasing predictability. People and businesses are not only the objects of service but also partners who accompany and monitor the operation of the administrative apparatus through transparent, open and accessible digital platforms.
With specific goals and a tight roadmap, Plan 02-KH/BCĐTW is considered an action blueprint for the key stage of digital transformation of Vietnam's political system. When technical infrastructure, institutions and data are consolidated, Vietnam will enter a new era of governance - smarter, more transparent and better serving. It is also an affirmation of the determination to turn digital transformation from policy into action, from action into efficiency, from efficiency into people's trust - in the true spirit of a constructive, honest and serving Government.
