Making breakthroughs in advising on the implementation of the Politburo's strategic resolutions.

Comrade Tran Cam Tu, Member of the Political Bureau, Standing Member of the Secretariat, and Secretary of the Party Committee of the Central Party Agencies, chaired the conference.

The review report stated that in 2025, the Standing Committee of the Party Committee of the Central Party Agencies promoted a spirit of unity and consensus, focused on leadership, and proposed to the Party Committee to lead and direct the entire Party organization to complete a large volume of work, ensuring compliance with Party regulations and effectively meeting the assigned tasks.

The entire Party Committee has completed a very large volume of work; proactively coordinating and advising the Politburo and the Secretariat to issue many important documents, especially in the process of reorganizing the organizational structure and building a two-tiered local government. The Party Committee has decisively implemented and taken the lead in reorganizing the organizational structure towards a streamlined, efficient, and effective system; completing the downsizing of personnel with concrete results: reducing 110 departmental-level units and 440 divisional-level units (from 1,240 down to 800, achieving 35.5%); reducing 35% of public service units (from 90 down to 55, achieving 38.89%)...

In his directive speech, Comrade Tran Cam Tu acknowledged and highly appreciated the achievements, noting that the Standing Committee of the Party Committee had decisively led and taken the lead in reorganizing the organizational structure towards a streamlined and efficient model; and focused on leading and directing the summary of Resolution No. 18-NQ/TW. The Party Committees of the Central Party agencies and affiliated Party Committees have completed the reorganization of the organizational structure, downsizing of personnel, and restructuring of the leadership and management team, achieving concrete results.

In addition, the Standing Committee of the Party Committee led and directed the Party congresses at all levels and the First Congress of the Party Committee of the Central Party Agencies, term 2025-2030, in parallel with the restructuring and streamlining of the organizational apparatus; seriously implemented, developed plans and projects, organized implementation and led the strict implementation of Directive No. 45-CT/TW of the Politburo and the resolutions, conclusions, and guidelines of the Central Committee on Party congresses at all levels. Through the review, the Party Committee of the Central Party Agencies and 100% of the subordinate Party committees successfully organized their congresses according to plan and regulations.

Comrade Tran Cam Tu emphasized that, with high consensus and unity, the entire Party Committee has completed a large volume of work in a short period of time compared to before, as well as in the overall political system.

The Standing Committee of the Party Committee has strengthened its leadership in implementing digital transformation and applying information technology in accordance with the spirit of Resolution No. 57-NQ/TW of the Politburo and Regulation No. 204-QĐ/TW of the Central Party Secretariat. Notable achievements include the deployment throughout the Party organization of software for Party work operations, the implementation of paperless meeting rooms; the deployment of software for monitoring the progress of Party congresses at all levels via the VNeID application; the development, management, and use of the Party Member Database Management Software 3.0 (currently piloting software 4.0); and the operation of the "Electronic Party Member Handbook" application… These efforts have contributed to accelerating the completion of tasks, saving time and costs.

Emphasizing the importance of implementing the Politburo's strategic resolutions, Comrade Tran Cam Tu clearly stated the need for breakthroughs in the organization and implementation of these strategic resolutions in the coming period. Along with advising on the issuance of strategic resolutions, the Standing Committee of the Party Committee needs to lead and direct the inspection and supervision of their implementation, promptly highlighting difficulties, obstacles, and limitations in the implementation process…

Citing the implementation of Resolution 57 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation, Comrade Tran Cam Tu argued that in the current context, failure to implement it promptly risks falling behind. Because without data, without digitizing data, it is impossible to form a digital economy , a digital society, and digital citizens…

Clearly stating the requirements and importance of administrative reform in Party agencies as one of the key tasks, the Standing Committee of the Party Central Committee emphasized that the Party Central Office should soon build a system to monitor and update the results of implementing resolutions; and overcome the lack of interconnection, linkage, and data sharing between agencies and units.

Emphasizing that the current social context demands high determination and decisive action in carrying out tasks, Comrade Tran Cam Tu stated that the Standing Committee and the collective and individuals within the Party Committees of the Central Party agencies should uphold a high sense of responsibility, continue to overcome the limitations of traditional methods in some aspects of work, and innovate decisively to meet the demands of reality; at the same time, resolutely innovate personnel work in the spirit of "in, out, promotion, and demotion".

Evaluating the opinions and discussions at the Conference as having great theoretical and practical value, Comrade Tran Cam Tu emphasized that the Standing Committee of the Party Committee of the Central Party agencies should proactively contribute opinions to the proposals submitted to the Politburo and the Secretariat; review and simplify personnel procedures; and ensure that reviews, evaluations, and rankings are linked to the results of performing functions and tasks…

The Party Committee of the Central Party Agencies was established according to Decision No. 242-QD/TW dated January 24, 2025. As a Party organization directly under the Central Committee, the Party Committee of the Central Party Agencies comprises 14 Party committees in the advisory and support agencies of the Central Committee, Party-affiliated organizations, judicial agencies, and the Office of the President, with over 8,700 Party members. The Party Committee holds a particularly important position, directly leading and coordinating strategic advisory work, serving the Central Committee, the Politburo, and the Secretariat on crucial issues of the Party and the country; it is home to many Party members who are key leaders of the Party and State, strategic-level managers, and experts in research, training, policy advice, and consultation.
