An important highlight to achieve efficiency in implementing the main targets is the strong participation and connection between the provincial Social Insurance with the Departments, branches, sectors, People's Committees at all levels and the political system at the grassroots level. The provincial Social Insurance has proactively coordinated with relevant departments and sectors to regularly research and evaluate to find out the shortcomings, limitations, difficulties, obstacles and causes in the implementation to promptly recommend competent agencies to develop, amend and supplement to perfect the legal policies on social insurance and unemployment insurance in the province.

Thanks to that, many policies on social insurance have been issued, typically Resolution No. 131/NQ-HDND dated February 9, 2022 of the Provincial People's Council on assigning health insurance coverage targets for the period 2022-2025; The Provincial People's Committee issued Decision No. 3223/QD-UBND dated August 15, 2025 on strengthening the Steering Committee for implementing social insurance and health insurance policies in Quang Ninh province, Official Dispatch No. 2925-UBND-VX3 dated August 22, 2025 on strengthening the implementation of health insurance policies for students in the 2025-2026 school year...
Coordination with agencies, departments, and political organizations in propaganda work has been promoted, such as: Organizing the launching ceremony of "Social Insurance Month for All in 2025"; organizing propaganda activities on Vietnam Health Insurance Day (July 1); coordinating with the Department of Education and Training to organize conferences to propagate and disseminate Social Insurance Law No. 41/2024/QH15 and propagate about health insurance policies for students before the new school year 2025-2026...
Accordingly, in the first 10 months of 2025, the Provincial Social Insurance coordinated with relevant agencies and units to organize 114 propaganda conferences, with 10,276 participants; posted 450 reports, news, and articles on press agencies and electronic information portals; propagated on the grassroots radio system with 52,972 broadcasts; posted 2,556 media products on the Internet and social networks; issued 9,520 leaflets, brochures, banners, etc.

In addition, the provincial Social Insurance continues to focus on reviewing data on non-participants based on the database provided by the Department of Finance and Taxation of the province; coordinate with organizations and collection agents to organize customer conferences to mobilize and develop participants; coordinate with the Department of Finance to provide information and the implementation status of issuing health insurance cards for subjects paid by the state budget and supported by the payment in 2024; coordinate with the Department of Education and Training in implementing the settlement of state budget funds to support health insurance for students in 2025; direct social insurance agencies to review data and control risks in collecting social insurance and health insurance; review individual business households subject to compulsory social insurance participation... In the first 10 months of 2025, through data provided by the tax authority, the provincial Social Insurance has reviewed 1,626 business households with 1,831 employees; for data provided by the Department of Finance, the provincial Social Insurance has reviewed 2,104 units with 10,376 employees.
Along with that, the process of reforming administrative procedures and applying information technology synchronously between agencies, departments and branches in the province. The provincial Social Insurance has promoted the implementation of level 4 online public services, integrating data sharing with industry databases. As a result, the rate of records received via electronic transactions reached over 87.5% of the total number of records, contributing to shortening processing time.
The work of appraising and managing the Health Insurance Fund has been carried out professionally, with close coordination between the provincial Social Insurance and the Department of Health, and medical examination and treatment facilities. Through data analysis and cost control, the industry has promptly sent notices to facilities with increased costs for review.
The coordination between the provincial Social Insurance with departments, branches, sectors and localities has contributed to helping the sector successfully implement the targets of developing social insurance, health insurance and unemployment insurance participants. By the end of October 2025, the whole province had 324,358 social insurance participants, an increase of 7.97% over the same period in 2024, reaching 102.81% of the plan assigned by the Provincial People's Committee in 2025; 266,600 people participated in unemployment insurance; the health insurance coverage rate reached 96.85% of the population.
