Focus on and proactively respond to the risk of landslides, flash floods, and localized flooding in the province

Prolonged heavy rain has caused landslides on some roads in the province.

From the beginning of May 2025 until now, although it has not yet entered the peak of the rainy season, many dangerous weather phenomena have appeared such as thunderstorms, tornadoes, lightning, heavy rain with high intensity causing floods, flash floods, landslides causing damage to people's lives and property in some northern mountainous provinces and in the province. From May 16 to 19 and from May 23 to 24, there was moderate rain, some places had heavy to very heavy rain, the common rainfall measured at the stations was from 61.8 - 156.8 mm, higher than the same period in 2024 from 6.6 - 111.2 mm. According to the bulletin of the National Center for Hydro-Meteorological Forecasting from the evening of May 28 to May 29, in the Northern region and Thanh Hoa, there is a possibility of moderate rain, heavy rain and thunderstorms, locally very heavy rain with total rainfall of 30 - 80 mm, in some places over 180 mm.

Currently, localities are focusing on restructuring administrative units, preparing to end the operation of district-level governments to implement the 2-level local government model, and the agency directing and commanding disaster prevention and control at the grassroots level is not yet stable; Implementing Official Dispatch No. 70/CD-TTg dated May 23, 2025 of the Prime Minister on focusing on responding to the risk of landslides, flash floods, and localized flooding in the North and to proactively prevent and combat natural disasters, storms and floods, ensure safety of life, and minimize damage to people's and State's property, the Chairman of the Provincial People's Committee requests departments, branches, and People's Committees of districts and cities not to be subjective, negligent, or lose vigilance, to closely monitor, proactively direct, and promptly and effectively deploy response work to floods and rains, and focus on implementing the contents under the direction of the Provincial People's Committee in Official Dispatch No. 1459/UBND-KT dated May 20, 2025 on proactively deploying response to heavy rains in the province; Official Dispatch No. 1519/UBND-KT dated May 26, 2025 on ensuring construction safety and preventing landslides during the rainy and flood season.

The Director of the Department of Agriculture and Environment, the Chairman of the People's Committee at the district and commune levels shall continue to closely monitor the situation, promptly and effectively organize the implementation of measures to proactively respond to natural disasters, especially landslides, flash floods, and localized flooding to ensure safety of life and reduce damage to property of the people and the State. There must be absolutely no interruption in the leadership and direction of response to natural disasters when implementing the rearrangement of administrative units and the organization of local governments at two levels.

Members of the Civil Defense, Disaster Prevention and Search and Rescue Command Committees of departments and branches, according to their assigned functions and tasks, are ready to coordinate and deploy response measures when natural disasters occur; and are ready with forces and means to participate in rescue when requested.
