(gialai.gov.vn) - On the morning of November 4, at the Provincial Party Committee headquarters, Secretary of the Provincial Party Committee Thai Dai Ngoc - Head of the Steering Committee for National Key Projects, Gia Lai province chaired the 3rd meeting of the Steering Committee. The meeting was held in a combination of in-person and online sessions to communes and wards where the project passed through. Attending the meeting were comrades: Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; and members of the Steering Committee.

Since the second meeting of the Steering Committee, all levels, sectors, investors and localities in the province have made efforts to deploy and achieved positive results in preparing for the implementation of the Quy Nhon - Pleiku Expressway Construction Investment Project and the North - South High-speed Railway Project through Gia Lai province.

The North-South High-Speed ​​Railway Project passes through 18 communes and wards of Gia Lai province with a total route length of about 115.7 km. The project starts at Hoai Nhon Bac ward, bordering Quang Ngai province and ends at Quy Nhon Tay ward, bordering Dak Lak province.

For this project, the Provincial People's Committee has issued documents directing localities on compensation, support and resettlement (R&D); submitted to the Provincial Party Standing Committee for consideration and approval of the Project to implement compensation, support and R&D; approved the policy of allowing the use of 09 soil mines for construction of resettlement areas; issued regulations on compensation, support and R&D policies when the State reclaims land in the province, as a basis for agencies, units and localities to implement. The Provincial People's Committee has also organized to guide localities in implementing the order, procedures and authority to determine specific land prices; established, appraised and approved compensation plans to serve projects in the area. Along with that, localities have established Steering Committees for compensation, support and R&D at the commune level; completed the notification of land recovery and determination of land prices in resettlement areas.

The Provincial Party Standing Committee has approved the Project to implement compensation, support and resettlement with a total investment value of 10,310 billion VND; assigning the Provincial Land Fund Development Center as the investor. The total planned area of ​​38 resettlement areas is over 153 hectares, the construction investment area is 141 hectares with 3,371 lots, serving resettlement for 1,587 households affected by the main route.

Up to now, Tay Vinh resettlement area (Binh An commune) has completed the site clearance work. All 37/37 resettlement areas have been measured, inventoried, documented and transferred to communes and wards to issue land recovery notices, determine specific land prices and confirm land origin. Along with that, 15/15 localities have completed the land recovery notices, determined land prices and confirmed land origin for 37/37 resettlement areas. The Land Fund Development Center has established compensation and support plans for 21 resettlement areas.

Currently, for the main line of the project, the Railway Project Management Board has not yet completed the selection of a consulting unit to prepare a Feasibility Study Report. At the same time, this unit is coordinating with localities to develop a plan to locally adjust the route direction, in order to minimize overlap, affecting urban planning, residential areas, resettlement areas, key projects of the province and historical relics... In addition, up to now, the site clearance piles have not been handed over to localities to carry out clearance work.

Chairman of the Provincial People's Committee Pham Anh Tuan said that the Provincial People's Committee always closely follows the implementation progress; promptly grasps and resolves difficulties and problems at the grassroots level, contributing to ensuring the progress of project implementation.

Meanwhile, the Quy Nhon - Pleiku expressway project is 125 km long, passing through 16 communes and wards of Gia Lai province; starting point is in Quy Nhon Bac ward, ending point is in Hoi Phu ward. The project will be implemented from 2025 to 2029 with a total investment of about 43,734 billion VND. The cost of compensation, support and resettlement alone is about 4,715 billion VND; of which, Gia Lai province will allocate 1,250 billion VND from the provincial budget and other legal sources.

The project consists of 3 component projects, specifically: Component Project 1 (estimated length 22 km) and Component Project 2 (estimated length 68 km) invested by the Provincial Traffic and Civil Works Project Management Board; Component Project 3 (estimated length 35 km) invested by the Provincial Construction Investment Project Management Board. For the main route, it is expected to reclaim more than 1,040 hectares of land, arrange resettlement for about 598 households and relocate about 2,348 graves.

The Project Management Board has proactively and actively coordinated and supported localities to urgently carry out compensation, support, resettlement and relocation of technical infrastructure works; at the same time, preparing construction materials for the project. In general, the progress of site clearance and resettlement basically meets the requirements; construction material mines ensure reserves and quality, serving well for project construction.

Speaking at the meeting, Provincial Party Secretary Thai Dai Ngoc highly appreciated the efforts of all levels, sectors, investors and localities and the important initial results in the preparation for the implementation of the Quy Nhon - Pleiku Expressway Construction Investment Project and the North - South High-Speed ​​Railway Project through Gia Lai province.

Provincial Party Secretary Thai Dai Ngoc emphasized: The Quy Nhon - Pleiku Expressway Construction Investment Project and the North - South High-Speed ​​Railway Project through Gia Lai Province are two transport infrastructure projects of strategic significance, of particular importance. When completed, these projects will create a vital connection axis, shorten travel time, reduce logistics costs, create new growth momentum, open up a huge space for socio -economic development, and at the same time contribute to strengthening national defense and security in the region.

In order to ensure the progress and quality of projects in accordance with the direction of the Central Government, Provincial Party Secretary Thai Dai Ngoc requested the entire political system from the province to the grassroots level to consider the implementation of key projects as the top priority task, associated with the highest political commitment in closely following the progress assigned by the Central Government and the province.

The Party Secretary and Chairman of the People's Committee of the communes and wards where the project passes must take direct and comprehensive responsibility, direct with a decisive and proactive spirit, not push or avoid; promptly report arising issues to the Head of the Committee and the Steering Committee for consideration and direction to resolve.

Investors should enhance their roles and responsibilities, proactively coordinate, support, and urge communes and wards to carry out compensation, support, and resettlement work for assigned sections, ensuring progress and quality.

Fully prepare conditions to promptly start the Quy Nhon - Pleiku Expressway Construction Investment Project on December 19, 2025 to celebrate the 14th National Congress of the Party.

Regarding the North-South high-speed railway project through Gia Lai province, Provincial Party Secretary Thai Dai Ngoc requested to continue monitoring and proactively coordinating with the Ministry of Construction and the Railway Project Management Board so that as soon as the selection of a consulting unit to prepare the project Feasibility Study Report is completed, the documents will be reviewed, the route will be agreed upon, and the stakes and markers will be planted immediately, and the land clearance work will be handed over to the localities. Relevant departments, branches, sectors and localities will promptly resolve or propose solutions to arising problems to speed up the site clearance work, meeting the project's progress requirements.

The Department of Agriculture and Environment shall preside over and coordinate with the Department of Construction to regularly review material mines, ensure reserves and timely supply for construction, and prevent shortages from affecting project progress; at the same time, the exploitation of mines must be strictly managed, clearly and transparently, to avoid loss of resources.

During the entire process of implementing land acquisition and resettlement, localities must ensure publicity and transparency, aiming at the highest goal of stabilizing and improving people's lives and livelihoods in the long term, creating social consensus to successfully implement projects; at the same time, strengthen extensive propaganda so that people clearly understand the policies, goals and significance of the above national key projects.

Provincial Party Secretary Thai Dai Ngoc also noted the need to calculate and include in the project implementation plan alternative forest planting solutions when converting forest use to other purposes./.
