Ninh Giang district has 23 wharves and yards that are in accordance with the planning, and 12 wharves and yards that are not in the planning. The wharves and yards that are not in the planning are located along the Luoc River and Cuu An Canal in the communes of An Duc, Tan Huong, Nghia An, Tan Quang, Binh Xuyen, Hong Phong, and Duc Phuc.
By September 15, all 12 unplanned yards had stopped operations and were clearing materials and temporary sheds. Of these, 8 yards had to handle and clear structures and temporary sheds, while 4 yards had no structures to clear. By December 18, about 52,000 m3 of materials had been cleared (82%), 7 yards had completed clearing crane piers and temporary sheds, and 1 yard was in the process of clearing.
The owners of the wharves and yards have committed to completing the demolition of temporary structures and houses by December 31, 2024 at the latest.
The District People's Committee requests localities with wharf and yard activities to organize inspections and take measures to request organizations and individuals with wharf and yard activities to seriously implement the termination, suspension of operations, clearance of materials and construction works, and handling and remedying the consequences of violations according to regulations.
The Chairman of the Commune People's Committee is fully responsible to the leaders of the District People's Committee and the Standing Committee of the District Party Committee in organizing the handling of remaining violations at the wharves.
Cease operations and complete the clearance of unplanned wharves and yards before December 31, 2024 according to Resolution 36-NQ/TU dated December 29, 2023 of the Provincial Party Standing Committee on strengthening leadership and direction in the management of wharves and yards along rivers and inland canals in Hai Duong province.
For 23 wharves that are in accordance with the planning, 10 wharves maintain the status quo of the constructions built before the Law on Water Resources took effect with a total area of 3,095.9 m2. 2 wharves that are in accordance with the planning with a total area of 483 m2 have been cleared. 1 wharves is being cleared with an area of 194.2 m2 . 9 wharves have not been processed or cleared with a total area of 2,329 m2 . 1 wharves has no illegal constructions that need to be cleared.
Implementing Resolution 36-NQ/TU dated December 29, 2023 of the Provincial Party Committee Standing Committee, the Ninh Giang District Party Committee Standing Committee has focused on leading and directing the District People's Committee, Party cells, and Party committees to strengthen the implementation, propaganda, and mobilization of organizations and individuals operating at the wharf in clearing violations.
Ninh Giang District People's Committee has provided guidance to organizations and individuals who are owners of wharves and yards to carry out legal procedures and processes; at the same time, creating favorable conditions for organizations and individuals to complete legal procedures according to regulations before December 31, 2025.
