FA Plus Beauty Salon was suspended for practicing without a license.

Previously, on July 30, 2024, the Department of Health received a report from Cho Ray Hospital about a patient who suffered a complication after liposuction surgery and was admitted to the Emergency Department of Cho Ray Hospital on July 24, 2024.

Immediately after receiving the information, the Department of Health Inspectorate coordinated with the City Police, District 1 Health Department, Nguyen Thai Binh Ward People's Committee and Nguyen Thai Binh Ward Police, District 1 to inspect FA Plus Beauty Salon Company Limited, located at 12-14 Nguyen Cong Tru, Nguyen Thai Binh Ward, District 1, Ho Chi Minh City.

The inspection team discovered that the 7-story building at this address had a signboard reading "Phap A Beauty Salon". On the 2nd floor, the team discovered 1 operating room (with 1 surgical light and 1 bed, 1 instrument processing room, 1 hand washing room).

In addition, on the 5th floor, the Inspection Team recorded 1 Cold Plasma wound healing machine, 1 BTL EMSCULLTP face-lifting machine, 1 hair removal machine with the machine name and brand removed, 1 SLIM face-lifting and wrinkle-removing machine, 1 HYCYNIS skin care machine with 9 probes.

On the 7th floor alone, there is an office with 17 computers, with customer care staff. Checking behind this room, there are 2 sets of minor surgery, used 0.9% NaCl IV bottles, and Povidine bottles.

The inspection team also discovered illegal advertisements on the Facebook page of the French-Asian Aesthetic Institute Center with content about meso HA injections, collagen injections to remove wrinkles, skin tightening, mesh thread implants, non-surgical beauty with fillers and botox.

When asked about the case of a patient who had liposuction at this facility and had to be hospitalized at Cho Ray Hospital for emergency treatment, the representative of FA Plus Aesthetic Clinic LLC said that this patient had liposuction on the abdomen, hips, arms, armpits and fat grafting on the back of both hands at the facility on July 22, 2024.

The team performing the surgery was Mr. Huynh Thanh Hai and a woman brought by Mr. Huynh Thanh Hai. Mr. Huynh Thanh Hai brought all the surgical instruments, medicine, and medical equipment.

The Company representative said that this patient was Mr. Huynh Thanh Hai's customer, not the Company's. The Company only rented the operating room to Mr. Hai for 15 million VND to perform the surgery.

When the Inspection Team requested the Company to contact Mr. Huynh Thanh Hai to work with the Inspection Team, the Company reported that Mr. Hai did not cooperate and did not come to the facility as requested by the Inspection Team.

This company provided Mr. Huynh Thanh Hai's Citizen Identification Card, but could not provide his professional qualifications or practice license.

On the same day, the Health Department Inspectorate conducted a verification at Cho Ray Hospital. Patient NTKN said that he had undergone liposuction of the abdomen, hips, arms, and armpits on both sides; and fat grafting to the back of both hands on July 22, 2024, at the facility located at 12 Nguyen Cong Tru, District 1, for a cost of 95 million VND. After the surgery, the patient stayed at the facility until July 23, 2024 before leaving.

The patient was admitted to the Emergency Department of Cho Ray Hospital at 10:01 a.m. on July 24, 2024 in a conscious state, complaining of fatigue, difficulty breathing, and pain in the liposuctioned areas of the body.

Doctors at Cho Ray Hospital diagnosed the patient with cellulitis in the abdomen, chest, and armpits on both sides after liposuction on the third day. The patient was discharged on July 27, 2024.

With the violations clearly pointed out, the Health Department Inspectorate established administrative violation No. 336/BB-VPHC against FA PLUS Beauty Salon Company Limited, with Ms. Nguyen Thi Ngoc Chi as Director.

Specifically, providing medical examination and treatment services without a business license. The additional penalty is the suspension of the facility's operations for a period of 18 months;

Advertising medical examination and treatment services without a license to operate medical examination and treatment.

The Department of Health considered returning the application for a License to operate the Cosmetic Clinic under FA PLUS Cosmetic Hospital LLC (on June 11, 2024, the Ho Chi Minh City administrative procedure settlement system announced that it had received application number H29.19 - 240603 - 0213 for appraisal and issuance of a License to operate the Cosmetic Clinic under FA PLUS Cosmetic Hospital LLC, located at 12 - 14 Nguyen Cong Tru, Nguyen Thai Binh Ward, District 1, Ho Chi Minh City).

Currently, the Department of Health continues to coordinate with the City Police to verify and request Mr. Huynh Thanh Hai to come to the Department of Health Inspectorate to clarify his violations, make a record of administrative violations in accordance with regulations, and consider transferring the case to the City Police investigation agency if there are signs of evading state management agencies after illegal surgery without a practice license.

The Department of Health requests the People's Committee of District 1 to pay attention to and closely direct the District 1 Health Department and local authorities in inspecting and supervising the activities of facilities in the area, and promptly post red signs warning people not to come or use illegal cosmetic services at a facility that is currently suspended (according to the method of the People's Committee of District 10).

In recent times, general and specialized hospitals in the city have always accompanied the City Health Department, especially in coordinating to detect and handle cases of illegal practice.

In the coming time, the City Department of Health hopes to continue to receive effective cooperation from all public hospitals in the City, especially information on suspected medical incidents transferred by other facilities or patients themselves so that the Department of Health Inspectorate can promptly inspect and prevent violations in medical examination and treatment activities.
