Comrades Phung Tien Quan, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Department, and Head of the Provincial People's Council's Legal Affairs Committee; and Nong Thi Bich Hue, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department, and Head of the Culture and Social Affairs Committee of the Provincial People's Council, presided over the meeting.
Attending the meeting were Comrade Le Thi Thanh Tra, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial Fatherland Front Committee; and leaders of several relevant departments and agencies.

Comrade Phung Tien Quan, Head of the Legal Affairs Committee of the Provincial People's Council, presided over the meeting.
The Legal Affairs Committee held a review meeting on eight draft resolutions: Regulations on support policies for redundant officials, civil servants, and employees due to the reorganization of district and commune-level administrative units in the province during the 2023-2030 period; Approval of the number of labor contracts for professional and technical work in accordance with Government Decree No. 111/2022/ND-CP dated December 30, 2022, for public educational institutions whose recurrent expenditures are guaranteed by the State in the province for the 2023-2024 school year; Regulations on criteria for establishing security and order protection teams; the level of support and training for forces participating in security and order protection at the grassroots level; and the number of fire prevention, firefighting, rescue, and relief vehicles for the civil defense force in the province; and Regulations on some policies for drug prevention and control in the province. Policies supporting forest patrol staff at forest ranger stations in the province. Adjusting the land use purpose of forests to other purposes for the implementation of the Ho Chi Minh Highway construction project, specifically the Cho Chu – Trung Son intersection section, through Tuyen Quang province. Supplementing the list of projects requiring land acquisition for socio-economic development for national and public benefit in 2023 in Tuyen Quang province, as stipulated in Clause 3, Article 62 of the 2013 Land Law. Converting rice cultivation land for projects and works as stipulated in Point b, Clause 1, Article 58 of the 2013 Land Law in the province.

Comrade Nong Thi Bich Hue, Head of the Culture and Social Affairs Committee of the Provincial People's Council, chaired the meeting.
The Culture and Social Affairs Committee held a review meeting on five draft resolutions, including: Regulations on budget allocation for science and technology tasks using state budget funds in the province; Regulations on tuition fees for public preschool and general education institutions, criteria for identifying areas lacking sufficient public primary schools, payment rates for tuition fee exemptions and reductions, and tuition fee support for students at private and non-public educational institutions in the province for the 2024-2025 school year; Issuance of service prices for medical examination and treatment not covered by the Health Insurance Fund in state-owned medical facilities in the province; Amendment and supplementation of Clause 2, Article 2 of Resolution No. 12/2022/NQ-HĐND dated July 3, 2022, of the Provincial People's Council stipulating the monthly allowance for population collaborators in villages, hamlets, and residential areas in the province; Four normative legal resolutions issued by the Provincial People's Council have been repealed.
Delegates contributed opinions on the structure of the documents, the legal basis for issuance, the necessity, and the content of the draft resolutions. Specifically, they requested that the drafting agencies research, consider, and adjust the expenditure levels for each category to better suit the nature of the work outlined in the draft resolutions...
The leaders of the Legal Affairs Committee and the Culture and Social Affairs Committee of the Provincial People's Council requested the drafting agency to incorporate the opinions raised by the delegates. They also requested coordination with relevant departments and agencies to review, adjust, and supplement the draft resolutions to ensure their completeness, accuracy, appropriateness, and compliance with regulations before submitting them to the Eighth Session.
