VHO - With more than 1,500 inventoried relics, including the Ho Dynasty Citadel - a World Cultural Heritage, Thanh Hoa is one of the localities possessing the richest heritage system in the country. Currently, the province is promoting the transformation of the management model towards being proactive, flexible and clearly defining responsibilities, through decentralization and authorization to departments, branches and local authorities.

Proactive from the grassroots - flexible in heritage management

Implementing the Law on Cultural Heritage 2024 and related regulations, the People's Committee of Thanh Hoa province has just issued a document directing the synchronous implementation of key tasks on decentralization and authorization in the field of cultural heritage.

The goal is to promote administrative reform, improve the effectiveness of state management, and at the same time promote the initiative of departments, branches, and localities in protecting and promoting heritage values.

Accordingly, the Department of Culture, Sports and Tourism is assigned to preside over and coordinate with relevant agencies to develop and advise on the promulgation of "Regulations on management, protection and promotion of cultural heritage values ​​in the province".

This document will be an important legal foundation to comprehensively regulate heritage management activities, ensuring compliance with legal regulations and suitability to the actual conditions of each locality.

In particular, the Department is also assigned to propose a clear and transparent decentralization and authorization mechanism for key areas such as: approving tasks of planning relics, preservation, restoration and rehabilitation projects (including urgent repairs).

This strong delegation of authority will help localities proactively handle work when needed, avoiding overlap and prolonging time due to over-reliance on decisions from superiors.

Thanh Hoa is currently one of the provinces with the densest and most diverse heritage system in the country.

The whole province has inventoried and announced 1,535 relics, of which 856 have been ranked, including: Ho Dynasty Citadel World Cultural Heritage, 5 special national relics, 139 national-level relics, and 711 provincial-level relics.

With a large amount of heritage, distributed across 166 communes and wards, the problem is not only conservation, but also effective management, linking conservation and development.

That requires not only the efforts of professional agencies, but also the cooperation of the entire political system, localities and communities.

Speed ​​up progress - create a professional and modern management system

Thanh Hoa Provincial People's Committee requested the Department of Culture, Sports and Tourism to closely coordinate with specialized departments, branches and People's Committees of communes and wards to complete assigned tasks on schedule.

In particular, the advisory content on decentralization and authorization mechanisms must be reported to the Provincial People's Committee before September 15, 2025.

Relevant units, based on their functions and tasks, need to proactively coordinate, contribute ideas and propose solutions to build a transparent, scientific, practical and feasible heritage management system, suitable to the conditions of each locality.

This is also a concrete step to implement the direction of the Provincial Party Standing Committee in Conclusion No. 3926-KL/TU dated July 3, 2025, clearly demonstrating Thanh Hoa province's commitment to synchronizing the state management system on heritage, while creating a solid legal corridor for localities to maximize their cultural potential.

In its major orientation, Thanh Hoa aims to build a modern, professional heritage management system, associated with sustainable tourism development, traditional education and promotion of local image.

Decentralization is not just a technical solution, but a change in management thinking: from administrative control to empowerment, responsibility, and efficiency.

Heritage management is not only a legal responsibility, but also a commitment of Thanh Hoa province to the past and the future , to preserve the core values ​​that make up Thanh Hoa's identity in the flow of national culture.

With a methodical, drastic and synchronous approach, Thanh Hoa is affirming its pioneering role in innovating cultural management thinking at the local level, towards a culture of sustainable development, in harmony between conservation and integration.
