
Looking directly at the limitations
In 2023, Thanh Mien district ranked last in the District-level Administrative Reform Index, dropping 6 places compared to 2022. Many component indicators, such as institutional reform, administrative procedure reform, public finance reform, and civil service reform, saw a decline in scores. In particular, the indicators for administrative procedure reform and public finance reform were among the lowest.
There are several reasons for the above results. In 2023, Thanh Mien district had several commune-level officials disciplined, including some who were prosecuted. The district's revenue collection did not meet the assigned targets. The review and simplification of administrative procedures were limited. The public posting of the list of administrative procedures on the electronic information portal in some communes was not timely or in accordance with regulations...
The aforementioned shortcomings have been frankly assessed and lessons learned by Thanh Mien district. To promptly address them, since the beginning of the year, the district has issued 92 documents guiding and directing administrative reform work. The district requires agencies, units, and localities to conduct reviews and clarify responsibilities for each identified shortcoming. Agencies and localities are required to sign commitments to successfully complete administrative reform targets from the beginning of the year; and to research and apply solutions, models, initiatives, and best practices in carrying out administrative reform tasks.
Regarding the component indicators that have declined and are at the bottom of the rankings, the District People's Committee requests that the heads of the units directly responsible advise the District People's Committee on specific solutions to address the issues. Thanh Mien District also directs agencies, units, and commune-level People's Committees to proactively review, evaluate, and propose methods to simplify and reduce the time required to process administrative procedures; upgrade the internet connection system, and equip machinery and equipment to better meet the needs of receiving and processing online administrative procedures.
To better serve the people and prevent disciplinary violations by officials and civil servants, Thanh Mien district has chosen rectifying and improving the effectiveness of management of officials and civil servants, and building a team of grassroots officials capable of meeting task requirements as its breakthrough task for 2024. The district requires all units and localities to seriously implement this breakthrough task; regularly inspect, monitor, and evaluate the quality of work. Localities should promptly commend and reward officials and civil servants who have useful solutions and initiatives in performing their duties; and criticize and review officials and civil servants who are negligent or slow in handling work.
Focusing on the people

In early 2024, the Thanh Mien District One-Stop Service Center implemented the "No Queueing" model, increasing the number of civil servants and vehicles to speed up the processing of administrative procedures. This model has helped people and businesses save time and effort. The situation of people having to queue early in the morning to get a number has disappeared.
Having just completed his land registration procedures, Mr. Nguyen Van Quang from Thanh Mien town said: "Previously, we had to queue to get a number, but now there are officials directly guiding us through the application process, checking documents, and resolving issues. The steps are carried out very quickly, saving us from having to travel and wait a lot."
According to Mr. Vu Van Long, Deputy Chief of the Office of the People's Council and People's Committee of Thanh Mien District, previously, at the administrative procedure counter in the field of land and natural resources, there were only two civil servants on duty, while this is a field with a very large number of files that need to be processed. Because the application process involves many different types of documents, checking and guiding applicants takes a lot of time. At times, the volume of applications from citizens is so high that it's impossible to process them all in a single day. In early 2024, implementing the "Queue-Free Gateway" model, Thanh Mien district assigned two additional civil servants to handle land-related procedures and increased the use of machinery and equipment. Since its implementation, 100% of land-related applications have been processed, eliminating the long waiting times and queues experienced by citizens.
With a people-centered approach to administrative reform, units and localities in Thanh Mien district have actively applied various methods and implemented many models to shorten processing times and increase the time allocated for receiving and resolving administrative procedures for citizens.
The district-level "one-stop" service centers have shortened the processing time for 109 administrative procedures by 50-70%. Priority has been given to essential procedures such as: registration of secured transactions, business license registration, and student transfers. 16 out of 17 commune-level "one-stop" service centers have implemented a "fast-track, no-waiting, no-appointment" approach for essential administrative procedures, delivering results within 30-60 minutes.
Many communes have implemented new models in administrative procedure reform, such as Chi Lang Bac commune with the "Sunday morning support for the people" model; Doan Tung and Doan Ket communes with the "No writing on Tuesdays, no appointments on Fridays" model... 100% of the "one-stop" service centers at the district and commune levels are evaluating the quality of administrative procedure processing by scanning QR codes instead of paper documents at the "one-stop" service center...
According to Nguyen The Tai, Chairman of the People's Committee of Thanh Mien District, in the coming time, Thanh Mien District will continue to tighten discipline and order, linking the responsibility of the heads of agencies and units with administrative reform; strengthen monthly and quarterly inspections and evaluations of administrative reform results; invest in infrastructure and equipment for administrative agencies; and be determined to move out of the bottom ranks of administrative reform at the provincial level.
From the beginning of the year until now, Thanh Mien district has received more than 30,000 administrative procedure dossiers, of which 99.94% were processed correctly and on time. The number of digitized dossiers received reached 99.98%; the results of digitized dossiers reached 99.98%. Online dossiers received and processed accounted for over 98.2%. The district also invested nearly 1 billion VND in equipping and upgrading the machinery and transmission systems to serve administrative reform. Budget revenue reached over 300 billion VND, exceeding 70% of the annual budget estimate. The district had no officials or civil servants who had to undergo disciplinary action…
