(QBĐT) - On the afternoon of June 29, in Dong Hoi City, a high-ranking delegation of Quang Binh and Khammouane provinces ( Lao PDR) held talks to assess the cooperation situation between the two provinces in the past and agreed on the content of cooperation in the coming time.

The high-ranking delegation of Quang Binh province attending the talks was led by Mr. Tran Thang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Attending the meeting were Ms. Pham Thi Han, Member of the Provincial Party Committee Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee; Ms. Le Vinh The, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; and representatives of leaders of departments, branches and sectors.
The high-ranking delegation of Khammouane province was led by Comrade Van-xay Phong-savanh, member of the Central Committee of the Lao People's Revolutionary Party, Secretary and Governor of Khammouane province. The delegation included leaders of the Party, government, departments, and branches.
At the talks, the two delegations informed each other about the socio -economic development situation, national defense and security, Party building, government, Fatherland Front and mass organizations of each province; at the same time, assessed the situation and results of the implementation of the minutes of the talks signed on April 11, 2023 in Tha Khec town, Kham Muon province.

Through the exchange, the two delegations were pleased to see that in the past time, under the leadership of the Party Committees and governments of the two provinces, in the face of many difficulties and challenges, the two provinces have achieved many important achievements in politics , economy, culture-society, national defense-security, foreign affairs and Party building.
The content of the minutes of the meeting signed on April 11, 2023 has been effectively implemented by both sides. Accordingly, the total import and export turnover of goods through the Cha Lo-Na Phau international border gate from April 2023 to June 2024 reached 1,980 thousand tons, with a total value of 617 million USD; transit goods reached 3,930 thousand tons, with a total value of nearly 2 million USD. Many enterprises of Quang Binh province have received support from Khammouane province, creating favorable conditions for investment in the province.

In the 2023-2024 school year, Quang Binh province has trained 16 cadres and students of Khammouane province; maintained 2 teachers teaching Vietnamese at the Laos-Vietnam Friendship School, Khammouane-Quang Binh. Currently, the province is focusing on completing Thong Nhat Secondary School to hand over and put into use in August 2024; carrying out procedures to implement the project of Ethnic Primary School in Mahaxay district, Khammouane province. In 2024, Quang Binh received the remains of 16 Vietnamese martyrs, volunteer soldiers, and experts who died in Khammouane province for burial in Quang Binh.
The border between the two provinces is safely protected, political security, and social order and safety in the border area are always maintained. The two provinces have signed a border residential cluster agreement between Dan Hoa commune, Minh Hoa district and Lang Khang village cluster, Bua-la-pha district; strengthening the solidarity and special friendship between the people of the two countries, meeting the legitimate aspirations of the ethnic groups on both sides of the border.

In the spirit of friendship, special solidarity and comprehensive cooperation between the two Parties, States and people of Vietnam and Laos in general, the Party Committees, authorities and people of Quang Binh and Khammouane provinces in particular, the two provinces discussed and agreed to sign a memorandum of cooperation in the coming time.
Accordingly, every year, the two provinces take turns organizing high-level delegation talks to evaluate cooperation results and sign cooperation contents for the following year; every two years, exchange and sign cooperation minutes between delegations of Party agencies, authorities, organizations, and localities sharing the border of the two provinces; continue to promote propaganda and education for the younger generation about the tradition of friendship and solidarity between the two Parties, the two States and the people of Vietnam and Laos in general and the two provinces of Quang Binh and Khammouane in particular.

In terms of economy, the two provinces continue to promote the completion of procedures to approve route 12 and the Cha Lo-Na Phau international border gate pair into the GMS-CBTA Agreement; coordinate to effectively exploit the Quang Binh-Kham Muon passenger transport routes to third countries and vice versa; research and implement the construction of rest stops to serve tourists; coordinate to maintain and improve the efficiency of the Dong Hoi-Tha Khec, Dong Hoi-Tha Khec-Vientiane passenger bus routes and vice versa; the two sides create favorable conditions for the use of their own means of transport to transport passengers and goods between countries and to third countries according to regulations.
The two sides also agreed to direct competent authorities to promote and support localities and enterprises to strengthen cooperation in economic fields; organize promotion, introduction and encouragement, and create conditions for enterprises and investors to cooperate and invest in the fields of renewable energy, logistics, trade, tourism, goods production, cultivation, livestock breeding, etc. Kham Muon province proposed competent authorities of the Lao PDR and directed relevant agencies and units to issue electronic certificates of origin Form D (e-FormD) through the ASEAN Single Window system to ensure the implementation of goods trade procedures for enterprises through the Na Phau-Cha Lo International Border Gate pair according to the agreement in the ASEAN Trade in Goods Agreement (ATIGA).

In the 2023-2024 school year, Quang Binh province will continue to support Khammouane province to train 20 students; train and foster Vietnamese language and professional skills for officials of departments and branches; support teachers to teach Vietnamese at the Laos-Vietnam Friendship School, Khammouane-Quang Binh.
Kham Muon province directed the Party committees, authorities at all levels, agencies, departments, branches, unions, social organizations and people to coordinate to help Team 589 of the Quang Binh Provincial Military Command to effectively carry out the task of searching for and collecting the remains of Vietnamese volunteer soldiers and experts who died in Laos; create favorable conditions and support overseas Vietnamese, most of whom are originally from Quang Binh, to stabilize their lives and integrate into local social life.
The two provinces will continue to cooperate in preserving and promoting the values of Phong Nha-Ke Bang National Park and Hin Nam No National Park, aiming to become the first transboundary world natural heritage site in Southeast Asia. Quang Binh will increase experience sharing and support Kham Muon so that Phong Nha-Ke Bang National Park (Quang Binh), Hin Nam No National Park and Na-kai - Nam Thon National Park (Kham Muon) are all on the Green List. The two provinces will also carry out experience exchange activities on new rural development.

The two provinces continue to coordinate in implementing the project of building an Ethnic Primary School in Khammouane Province, funded by the Vietnamese Government for the Lao Government, and the Thong Nhat Secondary School project in Quang Binh Province, supported by the Vietnamese Association in Khammouane; care for and support each other when facing difficulties due to natural disasters and epidemics; encourage and support districts sharing a common border to cooperate and help each other develop together.
In the fields of national defense, security and border, the two provinces continue to propagate and educate residents on both sides to implement decrees and agreements on border lines, border markers, border gates, etc.; strengthen the direction of functional forces to regularly exchange information, coordinate bilateral patrols to protect border lines and border markers, effectively carry out related activities in border areas, and ensure security and order in the area.

The two provinces continue to pay attention to allocating funds to invest in building, repairing, and upgrading infrastructure in the two border gates and National Highway 12A passing through the border gates; directing relevant departments, branches, and localities to coordinate in implementing the twinning between Noong Ma village cluster, Bua-la-pha district, Kham Muon province and Thuong Trach commune, Bo Trach district, Quang Binh province.
The next meeting between the two high-level delegations of the two provinces will be held in Thakhek Town, Khammouane Province, Lao PDR.
On this occasion, authorized by the Prime Minister of the Lao PDR, Secretary and Governor of Khammouane Province Vanxay Phongsavanh presented the First Class Labor Medal to the Party Committee, government and people of Quang Binh Province for their active contributions to building the good friendship between Vietnam and Laos and the development of Khammouane Province. Chairman of the Quang Binh Provincial People's Committee Tran Thang received the First Class Labor Medal awarded by the Lao Government.
