In particular, the peak emulation campaign "Lightning Speed ​​- Decisive Victory" was widely deployed, with breakthrough solutions, new, creative and effective ways of doing things, creating positive changes in the awareness, thoughts and actions of cadres, party members and the masses in agencies and units, ensuring that the Capital's armed forces fully complete the assigned tasks.

The highlight of the "Lightning Speed ​​- Determined Victory" emulation campaign of the Capital Military is the implementation of resolutions on leadership and implementation of the organization of the Vietnam People's Army for the period 2021-2030 and the following years; arranging and perfecting the organization and staffing of cadres at all levels, especially proposing a plan to arrange cadres when there is no longer a district-level Military Command in the direction of lean, compact, and strong; advising Hanoi City to effectively carry out the work of educating and fostering national defense and security knowledge for the subjects. Along with that, the agencies and units of the Hanoi Capital Command have always proactively propagated and educated cadres, employees and soldiers about patriotism, national pride, history of revolutionary struggle; the glorious tradition of the heroic Vietnam People's Army; organized a contest to learn about the 50th anniversary of the Liberation of the South and National Reunification, with nearly 1 million entries; the exchange program "Continuing the heroic victory epic" attracted a large number of cadres, union members and young people to participate. On this occasion, the Hanoi Capital Command organized visits and presented gifts to policy beneficiaries and people with revolutionary contributions with a total amount of nearly 5 billion VND; supported the construction of 4 comrade houses and supported the Vietnam Sea and Island Fund, the Gratitude Fund, etc.
