On May 30, in Ho Chi Minh City, the Ministry of Education and Training held a training conference on inspection and examination skills for the 2025 high school graduation exam for inspectors from 32 southern provinces and cities. At the conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong emphasized the need for inspectors to carry out their duties seriously but maintain an open, friendly and gentle attitude during the working process.

Adapting to the new context
The 2025 high school graduation exam is the first exam to apply the 2018 generaleducation program, and there are still about 25,000 candidates taking the exam according to the 2006 program. In addition, the restructuring of the local government apparatus, such as transferring inspection tasks from the Department of Education and Training to the provincial inspectorate, also affects the organization of the exam. Deputy Minister Thuong noted that inspection and examination work needs to be seriously implemented, while being flexible to adapt to changes in the new context.
Mr. Thuong emphasized that the motto of the exam inspection and control work is to be proactive and timely in planning and organizing implementation. Decentralization and delegation of authority must be implemented appropriately, not too mechanically or rigidly, as long as it is effective. The Department of Education and Training plays the role of a standing and advisory body in organizing the exam, so it is necessary to proactively propose and coordinate with related units to ensure the exam goes smoothly.
Serious but friendly inspector
Deputy Minister Thuong requested that inspectors carry out their duties seriously and strictly comply with regulations, but at the same time maintain a friendly, open and gentle attitude during the work process. He noted that the exam takes place at the end of June, the hot weather, combined with high work pressure, can make the inspected subjects feel stressed. Therefore, inspectors need to be flexible and gentle so as not to create more pressure for candidates and colleagues.
Deputy Minister Thuong emphasized that the inspection and examination work not only aims to ensure that the exam is conducted seriously and fairly, but also to protect the legitimate rights and interests of candidates, invigilators and those taking the exam. He requested that the officers participating in the training disseminate the content they have learned to the members of their unit's inspection team, ensuring that everyone understands the tasks, regulations and working procedures for the exam to be successful.
