Hand over the "fishing rod"
To help people effectively reduce poverty, agencies and departments always pay attention to supporting the construction and replication of poverty reduction models and projects; supporting the development of production, business, services, tourism , start-ups, and business start-ups to create livelihoods, jobs, and sustainable income for poor households, near-poor households, and newly escaped-poverty households... In particular, supporting people to borrow capital to do business, create income, so that poor households can quickly escape poverty is always focused on by authorities at all levels.
The family of Bui Van Tuan, in Vinh Hoa commune, Phu Giao is a typical example. Five years ago, the Phu Giao District Social Policy Bank created favorable conditions for Tuan to borrow 50 million VND to raise goats. With the money, along with the knowledge gained from raising animals, he has succeeded beyond expectations in developing his family 's economy . Currently, his family's herd of goats always fluctuates between 40 and 60 breeding goats. Every year, he sells dozens of meat goats to the market. "Without preferential credit capital, my family would still have many difficulties. This is a good policy to help the poor rise up," said Tuan.
On the journey to escape poverty, Mr. Mai Huy Dong, Tan Hiep Ward (Tan Uyen City) never forgets the help of the authorities at all levels for his family. Mr. Dong and his wife do not have stable jobs, have to take care of their 4 children's education, so they have to work hard to earn every penny. Thanks to the local authorities' support in accessing the breeding cow program and accessing loans, his herd of cows is now growing well, creating a stable source of income...
By the end of 2024, Binh Duong will have 4,306 poor households out of 404,832 households, accounting for 1.06%. Of which, there are 1,717 poor households according to the Central standard and 2,589 poor households according to the provincial standard. |
Depending on the family circumstances, as well as the living conditions in each locality, grassroots cadres closely monitor and advise each household on how to access capital sources for the right purpose and effectively. Giving "fishing rods" to poor households is a practical way in communes and wards in the province. For Ms. Do Thi Ha, Hiep An Ward (Thu Dau Mot City), after many years of working for hire in all kinds of jobs to earn money to raise her children, she was supported by the locality to borrow 10 million VND to buy equipment to sell tofu. Over the past 5 years, the job has provided a stable income, and she has risen out of poverty.
In addition to supporting loans, creating jobs and income, the locality also coordinates with units, businesses and philanthropists to implement many other support programs to help the poor improve their lives. That is, tens of billions of VND are spent on tuition support, scholarships for children, rural vocational training, building a "For the Poor" Fund to care for those facing difficulties and illnesses...
Build a house, create a stable place to live
In recent times, the provincial authorities have paid special attention to focusing resources to support the construction of houses and the stabilization of poor households. Because, when having a house, there is no longer any need to worry about housing, the poor can only focus on doing business, developing the economy, and will quickly escape poverty. Every year, the programs to build solidarity houses, Red Cross houses, and charity houses are coordinated by departments, branches and localities to implement hundreds of houses.
Recently, when the Vietnam Fatherland Front Committee of Tan Uyen City in collaboration with the City's Women Entrepreneurs Club presented a solidarity house worth over 100 million VND to build, Mr. Phan Thanh Tuan, residing in Thai Hoa Ward, affirmed: "The key" to help poor households escape poverty soon is the house. From now on, his family has nothing to worry about except working and saving.
Along with the province's poverty reduction policies, ensuring social security, improving people's daily living standards, each locality in the province has also built models and good practices to help the poor have a better life. Typically, in Phu Loi ward (Thu Dau Mot city), the "Compassionate Profile" model was established in recent years and has provided monthly support to 41 households. The ward's approach is that after investigating and understanding the circumstances of poor households, especially those with sick people, the locality mobilizes contributions from businesses and philanthropists to support. On average, each family receives about 1 million VND, the lowest household 500,000 VND/month.
In Di An City, the model of “Cadres and Party members helping poor households” is increasingly being replicated, helping many families escape poverty. One cadre or Party member supports and helps one poor household. With this approach, Dong Hoa Ward is the locality that built the model since 2018, and has so far helped more than 40 households escape poverty and 29 households escape near-poverty.
Every year, the provincial authorities at all levels also organize many meetings and dialogues between leaders and poor households to understand their thoughts and aspirations, thereby proposing appropriate support policies. In addition to material support, the locality also provides spiritual encouragement. During holidays, the poor are taken care of with the province's support policies, leaving no one in need. Localities and organizations visit, encourage and always create conditions for the poor to rise up and escape poverty sustainably...
Sharing about the poverty reduction policy and ensuring social security in the area, Ms. Nguyen Ngoc Hang, Deputy Director of the Department of Home Affairs, said: “Over the years, Binh Duong has always applied the poverty standard according to a multidimensional approach. Poverty reduction work is comprehensive and in-depth. That means poor households are not only approached from the perspective of income but are also considered for support in terms of access to basic social services such as health, education, housing, clean water, environmental sanitation, information and employment. Thereby, information on poor and near-poor households must be fully collected. Support policies and implementation solutions continue to be maintained, synchronized and effective at all levels in the province”. |
