Agree on the plan to reorganize and structure the health system

At the meeting, after announcing the Decision to establish an Inter-departmental Coordination Team to develop a project to establish the Dak Lak Provincial Department of Health on the basis of merging the Dak Lak Provincial Department of Health and the Phu Yen Provincial Department of Health, the Phu Yen Provincial Department of Health reported on the content of the Phu Yen Health sector's comments on the draft project; the plan to arrange and reorganize public health service units in the province; general information on resolutions of the People's Council, decisions of the Provincial People's Committee in the health sector and the implementation of electronic medical records.

Regarding comments on the draft merger project, Phu Yen Provincial Department of Health received 6 comments, basically agreed with the content of the draft project and had some recommendations. Phu Yen Provincial Department of Health has forwarded the comments to the Inter-Department Coordination Team to develop the project for research, acceptance, editing, supplementing, and finalizing the project for submission to the leaders of the two Departments of Health for consideration.

Regarding the district, town and city health centers, the Phu Yen Provincial Department of Health coordinates with the People's Committees of districts, towns and cities to develop a project to submit to the Provincial People's Committee to transfer 9 district, town and city health centers to the Department of Health and change their names to Regional Health Centers... Regarding the plan to arrange and organize health stations in communes, wards and towns, to ensure that each new commune and ward after the arrangement has at least one health station managed by the People's Committee at the grassroots level (commune and ward level) and ensure that each new commune and ward health station has two or more doctors (according to the instructions in Official Dispatch No. 2147 dated April 12, 2025 of the Ministry of Health), in accordance with the practical situation of the current medical staff at the current health stations, the Phu Yen Department of Health proposes to merge 106 existing commune and ward health stations to establish 34 new health stations as public service units under the management of the new commune and ward People's Committees and 72 station points. Health care belongs to the commune health station to meet the primary health care needs of people in the commune.

At the meeting, leaders of the Department of Health of Phu Yen and Dak Lak provinces and participants discussed the draft project to establish the Department of Health of Dak Lak province on the basis of merging the Department of Health of Phu Yen province and the Department of Health of Dak Lak province, and discussed related issues. The goal is to promote the role of the specialized agency with the function of advising and assisting the Provincial People's Committee in state management of health, meeting the health care needs of local people.
