According to Notice No. 4816, on the afternoon of December 4, 2025, at the 52nd Session, the National Assembly Standing Committee reviewed and commented on Document No. 1126/TTr-CP dated December 2, 2025 of the Government on the proposal to supplement mechanisms and policies applicable to the North-South high-speed railway project.
Specifically, the National Assembly Standing Committee agreed with the Government 's Submission to the National Assembly for consideration and comments, and to review and supplement the mechanisms and policies applicable to the North-South high-speed railway project to the Resolution of the 10th Session.
The Government is requested to direct ministries, branches and localities to absorb the opinions of the National Assembly Standing Committee , the preliminary review opinions of the Standing Committee of the Economic and Financial Committee and the National Assembly agencies to continue completing the Project dossier.
The National Assembly Standing Committee basically agrees with the Government's proposed policy 1. At the same time, it requests the Government to clarify the concept of "independent project"; determine the preliminary total investment, recovered land area, and completion time of independent projects; ensure the synchronization and unity of the entire Project; avoid causing difficulties and wasting resources when the route, scope and implementation boundaries have not been determined; and strictly control the total investment.
Regarding policy 2, the National Assembly Standing Committee proposed to implement in accordance with the provisions of Resolution No. 172/2024/QH15 of the National Assembly on the investment policy of the Project and Resolution No. 227/2025/QH15 on the 9th Session of the 15th National Assembly, without having to report to the National Assembly for this content.
“The National Assembly Standing Committee assigned the Economic and Financial Committee to preside over and coordinate with the Ethnic Council and other Committees of the National Assembly to complete the Official Verification Report, submit it to the National Assembly for consideration and comments at the 10th Session,” Notice No. 4816 stated.
In Submission No. 1126/TTr-CP, the Government proposed that the National Assembly and the National Assembly Standing Committee include in the Joint Resolution of the 10th Session additional policy content for the North-South high-speed railway project.
Firstly, the Government proposed that the National Assembly allow the separation of compensation, support, resettlement and relocation of power works with voltage of 110 kV or higher of the Project into independent projects, using capital from the central budget and local budget.
Localities and Vietnam Electricity Group are the competent authorities to organize, decide on investment and implement compensation, support and resettlement projects in the area; items related to this content do not require investment policy preparation.
The central budget capital is allocated directly to localities and Vietnam Electricity Group for implementation; in case the central budget has not been allocated in time, localities can proactively balance their local budgets for implementation, and the central budget will reimburse later. The Government will provide detailed instructions.
Second, during the period when the National Assembly is not in session, the National Assembly authorizes the National Assembly Standing Committee to consider and decide on additional and adjusted mechanisms and specific policies for investment methods (if any) to promptly implement the Project and report to the National Assembly at the nearest session.
According to Resolution No. 172/2024/QH15 of the National Assembly, the North-South high-speed railway project invests in a new double-track line of 1,435 mm gauge, a design speed of 350 km/h, a load capacity of 22.5 tons/axle, including 23 passenger stations and 5 freight stations; modern vehicles and equipment; high-speed passenger transport, while meeting dual-use requirements for national defense and security and being able to transport goods when necessary.
The preliminary total investment is about 1,713,548 billion VND (equivalent to 67.34 billion USD), of which the cost of site clearance is about 5.9 billion USD. The National Assembly set the progress of preparing the Feasibility Study Report from 2025 and basically completing the Project by 2035.
