
Current status of commercial infrastructure
The province currently has 1 commercial center; 3 supermarkets; 34 electronics and phone supermarkets under the Mobile World , FPTShop, Mediamart brand chains; 21 mini supermarkets under the Winmart+ brand chain. In addition, there are 94 markets and 186 petrol stations in operation, well meeting the consumption and exchange needs of the people.
Mr. Ha Nhu Hue, Director of the Department of Industry and Trade, said: The development of commercial infrastructure has been making an important contribution to changing the urban landscape, ensuring smooth circulation of goods, ensuring essential supplies, and meeting consumption and production needs. Since the beginning of the year, the total retail sales of goods are estimated at VND30,861 billion, up 14.83% over the same period last year.
Ms. Nguyen Thi Nhung, To Hieu ward, shared: In the ward, there are now commercial centers, supermarket systems, convenience stores, agents, and goods distributors to fully meet the shopping, entertainment, and recreation needs of the people.

To support businesses and cooperatives in introducing and promoting their products, the Department of Industry and Trade has coordinated with the Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ) to build the Son La e-commerce platform (www.sonla.sanviet.vn), with 40 businesses, cooperatives and 60 products selected and put on the platform and integrated into the unified e-commerce platform (Sanviet.vn) managed and operated by the Department of E-commerce and Digital Economy. Support businesses and cooperatives in promoting and introducing products on 3 international e-commerce platforms (Alibaba.com, EC21.com, Agrimp.com); coordinate to organize "Vietnamese Goods Festival in the Northwest". Maintain and update the information page introducing products, businesses, and cooperatives of Son La province (https://agritradepage.vn) with 42 businesses, cooperatives and 52 typical agricultural products in 3 languages (Vietnamese, English, Chinese)...
To promote the development of logistics services, the Department of Industry and Trade has advised on organizing the Conference "Orientation for logistics development in agricultural product consumption in Son La province"; coordinated with the Department of Finance to attract investment in the logistics sector, especially services for processing, preserving, consuming and exporting agricultural products. Logistics center projects in Moc Chau and Mai Son are included in the priority list for attracting investment in the period 2021-2025, and at the same time integrated into the Trade Infrastructure Development Plan 2020-2030, vision to 2050 of the Master Plan of Son La province.
In addition, the Department of Industry and Trade coordinates with departments and branches to advise the Provincial People's Committee to approve the zoning plan and detailed plan for the Long Sap International Border Gate area, creating favorable conditions for investment, upgrading infrastructure for export and logistics development. At the same time, organize working groups to survey, learn from experiences, and call on logistics enterprises to invest in Son La; coordinate with the Provincial Industrial Park Management Board to provide infrastructure information, investment attraction policies, and orientations for logistics and e-commerce development in the province to the Vietnam Industrial Real Estate Association.
Preferential policies to attract investment
To attract investment in logistics infrastructure development, the People's Committee of Son La province issued Decision No. 267/QD-UBND dated February 21, 2023 on the list of projects attracting investment in the period 2021-2025. These include logistics center projects associated with Mai Son and Moc Chau agricultural wholesale markets and 7 commercial center projects. In addition, these contents are also integrated into the Son La Provincial Planning approved by the Prime Minister in Decision No. 1676/QD-TTg dated December 25, 2023.

Currently, logistics center investment projects in particular and new investment projects and expansion investments in the province in general are enjoying preferential policies according to the provisions of the Investment Law 2020, including: Corporate income tax incentives of 10% for 15 years; tax exemption for 4 years, 50% reduction for the next 9 years; import tax exemption for materials, components, and equipment to create fixed assets; land rent exemption for up to 3 years and an additional 11 years after the basic construction phase.
In particular, cooperatives renting land for production and business purposes will receive a 50% reduction in land rent, accelerated depreciation, and increased deductible expenses when calculating taxes. This is a practical step to support cooperatives and small businesses that are lacking capital to invest in cold storage and modern means of transport.
Along with that, Son La province signed 10 commitments with the Vietnam Chamber of Commerce and Industry (VCCI), with the following basic contents: Ensuring electricity, water, and telecommunications infrastructure to the enterprise fence; handing over clean land, shortening site clearance time; providing maximum support for social infrastructure projects and logistics services, especially in the fields of agriculture and agricultural processing.

Mr. Vu Viet Thang, Director of Phuc Sinh Son La Joint Stock Company, said: With clear incentive mechanisms and government support, we hope Son La province will soon attract investors in logistics services such as cold storage, wharfs, refrigerated containers, packaging... to form a green, modern transportation route, helping Son La agricultural products to be strongly consumed domestically and exported.
Son La synchronizes solutions and commits to accompany investors, creating opportunities to attract businesses with potential and experience to invest in commercial infrastructure, especially logistics services, contributing to promoting trade and building the province into the economic and social center of the Northwest sub-region.
