Speed ​​up investment progress in building boarding schools in border communes

On October 28, Comrade Nguyen Minh Tien, Vice Chairman of the Provincial People's Committee, chaired a meeting to listen to a report on preparations for investment in the construction of a primary and secondary boarding school for ethnic minorities in border communes. Attending the meeting were Comrade Dao Tai Tue, Member of the Provincial Party Standing Committee, Director of the Department of Construction; and representatives of relevant departments and branches.

Meeting to listen to reports on preparations for investment in building primary and secondary boarding schools for ethnic minorities in border communes.

At the meeting, the investors reported on the progress of the project implementation. Specifically, the Provincial Military Command was assigned to invest in the construction of 3 inter-level boarding schools in the communes of Chieng Khuong, Muong Leo, and Phieng Pan. To date, all 3 projects have started construction; of which 2 schools have completed the work of pricing, determining the origin of the land, paying and handing over the site. The school in Chieng Khuong commune is completing the procedures for pricing and site clearance.

The Project Management Board for Investment and Construction of Agricultural and Rural Development Works is in charge of 5 inter-level schools. Currently, the Board has transferred the dossier to the Department of Construction for appraisal of the feasibility study report. At the same time, it has directed the unit to conduct geological survey, exploratory drilling and submit the dossier for environmental licensing. The work of counting, pricing and site clearance is being urgently carried out.

The Management Board of Civil and Industrial Projects and Urban Development is investing in two inter-level schools in Sop Cop and Muong Lan communes. The unit has selected contractors, held dialogues with affected people, agreed on compensation plans, and strived to complete compensation payments before October 30.

Son La Provincial Police is the investor of 3 inter-level boarding schools in Phieng Khoai, Long Sap, Xuan Nha communes. Up to now, compensation plans have been made public and paid to people affected by the project. At the same time, they have coordinated to collect samples for environmental monitoring…

At the meeting, delegates focused on discussing and clarifying a number of difficulties and problems, such as: the total investment is at risk of exceeding the approved plan; the location of the land for leveling is outside the project scope, the volume is large, affecting the construction progress; the project preparation time is urgent, the completion of documents and procedures for appraisal is still facing difficulties; many schools do not have connecting roads, causing obstacles in the process of transporting materials and organizing construction...

Concluding the meeting, comrade Nguyen Minh Tien requested investors to promote their sense of responsibility, closely coordinate with sectors and localities, and focus on accelerating the implementation progress. While waiting for project approval, units are allowed to build camps, level the ground, strive to complete compensation and site clearance work, and hand over to construction units before October 30. For projects with total investment exceeding the approved scale, units are required to clarify the cause, report on each item in detail, and have a handling direction according to regulations.
