Deputy Minister of Education and Training Pham Ngoc Thuong gives urgent instructions on the 2025 high school graduation exam

In just about a month, nearly 1.17 million students nationwide will take the 2025 High School Graduation Exam. This year is a special exam because at the same time, the Ministry of Education and Training has two exams for candidates of the 2006 and 2018 General Education programs.

This is also the first year that 12th graders will take the graduation exam according to the new plan, in which each candidate will only take 4 exams including 2 compulsory subjects and 2 elective subjects.

At this time, localities are urgently preparing facilities, staff and teachers to participate in the organization of the exam. As in previous years, the exam will be held in provinces and cities, and localities will be responsible for the organization.

Previously, the Prime Minister requested the Ministry of Education and Training to preside over and coordinate with relevant units to review the organization of the exam to provide guidance that closely follows the practical situation in the context of restructuring and streamlining the apparatus. Localities assign specific tasks, clearly specifying people, work, authority, responsibility, time, and results for all stages and tasks throughout the organization process.

In particular, focus on the stages that pose potential risks of negativity, fraud, and insecurity in exams and early admissions. The content of the 2025 high school graduation exam ensures absolute accuracy, safety, and appropriate differentiation.

Regarding the preparation for the 2025 High School Graduation Exam, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that the unit has prepared early with the aim of organizing the exam seriously, safely, and in accordance with regulations.

To ensure the exam work and build an open question bank, the Department of Quality Management has deployed many training sessions for teachers nationwide. This includes an online training session for more than 3,500 teachers with the participation of experts from the American Testing Service (ETS) and two direct training sessions for teachers in 18 subjects.

The Ministry of Education and Training has also announced 18 reference questions. The test questions were tested in many localities with more than 12,000 students of different subjects, taking the test on computers. The test question library was built from questions sent by teachers and approved by the Council, and is an important reference source in the question-making process.

Many localities have also organized mock exams according to the instructions of the Ministry of Education and Training. The basic exam questions follow the published structure and format, the results reflect the quality of teaching and are the basis for classification and appropriate review organization.

According to the Ministry of Education and Training, in the coming time, the unit will establish two separate exam question councils for the 2006 General Education Program and the 2018 General Education Program to ensure separation of exam process and quality.

Deputy Minister Pham Ngoc Thuong said that the 2025 High School Graduation Exam is a particularly important exam for the Education sector, taking place in a context of many changes, namely the organization of two-level local governments and the transfer of the Ministry's inspection function to the Government Inspectorate .

Therefore, he requested units to concentrate, prepare early, and increase forces, because this is a key task, with great influence and impact on society. In the new context, inspection and examination work related to exam organization is still carried out effectively, seriously, and without laxity.

The inspection and examination process must clearly define the people, the work, and the responsibilities, while strengthening the role of localities and leaving no “blank spots” in the inspection and examination. Provinces need to proactively resolve issues on the spot, promptly summarize, and seriously publicize the right people and the right work,” the Deputy Minister requested.

Deputy Minister Thuong also noted that the work of creating the 2025 High School Graduation Exam must ensure a correct assessment of the capacity to implement the 2018 General Education Program, clearly demonstrating differentiation to serve both graduation and enrollment goals. The leaders of the Ministry of Education and Training also requested the mobilization of a full team of experts and experience in creating the exam questions, ensuring a strict, objective, and absolutely safe exam question creation process.

The 2025 High School Graduation Exam will take place from June 26-27 with nearly 1.17 million candidates registering for the exam. On June 25, candidates will go to the exam site to complete the exam registration procedures and correct errors (if any).
