Speaking at the meeting, Deputy Minister Nguyen Viet Hung acknowledged the efforts, sense of responsibility and high working spirit of Project Management Board 85 leaders and contractors throughout the construction process, especially ensuring progress while maintaining project quality.
According to Deputy Minister Nguyen Viet Hung, the Hoai Nhon - Quy Nhon route has basically achieved the required progress up to now. However , units absolutely must not be subjective and must not be negligent at any stage.
"The project is currently being calculated day by day. Any unit that does not have enough human resources or equipment must report immediately, without delay. Units must take drastic action, strictly control all items, and must not neglect even the smallest step." Deputy Minister Nguyen Viet Hung emphasized.

It is known that on the North-South Expressway, the Hoai Nhon - Quy Nhon section still has about 3 km of natural forest area under construction by Truong Son Corporation. This is a critical section with progress slower than planned.
The reason is that the procedure for changing the purpose of forest use took more than half a year, causing the site to only be handed over in December 2024. Immediately after receiving the site, the project entered the rainy season, causing further difficulties for the construction process.
Faced with this situation, Deputy Minister Nguyen Viet Hung requested the contractor to mobilize maximum human resources, vehicles, work overtime, and take advantage of favorable weather to make up for the delay, ensuring the project is completed on schedule.

“ The Ministry of Construction has given many instructions, from documents, telegrams to directly going to the construction site. The delegations of the State Appraisal Department of Construction Quality and the Department of Economics and Construction Investment Management regularly inspect and require investors and contractors to ensure progress and absolutely maintain the quality of the project,” Deputy Minister Nguyen Viet Hung added.
At the meeting, Deputy Minister Nguyen Viet Hung also informed that with the current progress, the project will be completed and opened to traffic on December 19, 2025 as planned.
The Department of Economics and Construction Investment Management has sent staff to closely monitor the scene, regularly inspect hot spots such as tunnel No. 3 (Quang Ngai - Quy Nhon route) and the critical section of Hoai Nhon - Quy Nhon, promptly remove difficulties, ensuring the project is completed on schedule and meets quality requirements.
According to Mr. Nguyen Van Hung, Director of the Hoai Nhon - Quy Nhon Component Project Management Board (Project Management Board 85, Ministry of Construction), up to now, the entire project has completed about 96% of the work volume, equivalent to 67/70 km of the main route.
The remaining part of about 3 km through natural forest is stuck with procedures for changing forest use purposes and late handover of land. Truong Son Corporation is also speeding up construction, mobilizing maximum human resources and equipment, and rolling up the asphalt concrete pavement to keep up with the schedule.

“Up to now, the foundation and base have been basically completed, with only about 600m of unfinished work remaining. We are taking advantage of favorable weather conditions to deploy rolling asphalt pavement, striving to finish ahead of schedule,” Mr. Hung added.
According to Mr. Hung, Project Management Board 85 has issued a complete quality management process, thoroughly informing each technical staff, supervision consultant and construction contractor. Technical requirements and standards are strictly implemented according to the instructions of the Ministry of Construction, and at the same time, the work of preparing for handover and operation is carried out in parallel with the construction process.

Currently, the Board is coordinating with the Traffic Safety Board ( Gia Lai Provincial Department of Construction), the Traffic Police Department and route management units to review the system of signs, traffic lights, railings, guardrails, and drainage ditches, ensuring absolute traffic safety when the route is put into operation.
