Deputy Minister Nguyen Hoang Long attended the 42nd ASEAN Ministers on Energy Meeting.

Attending the conference were representatives of the units of the Ministry of Industry and Trade : Department of Electricity and Renewable Energy, Electricity Regulatory Authority, Department of Oil, Gas and Coal, Department of Energy Saving and Sustainable Development and the Corporations: Vietnam Electricity, Vietnam National Oil and Gas.

The conference was attended by Energy Ministers/Heads of Delegations of 10 ASEAN member countries, Leaders of partner countries within the framework of ASEAN+3 (Japan, Korea, China), East Asia Summit (ASEAN+China, Japan, Korea, New Zealand, Australia, United States, India, Russian Federation), Deputy Secretary General of ASEAN, Leaders of the ASEAN Center for Energy (ACE), International Renewable Energy Agency (IRENA), International Energy Agency (IEA) and Coordinating Bodies within the framework of ASEAN energy cooperation (ASEAN Petroleum Council, ASEAN Power Sector Leaders Council).

The main events within the framework of the Conference include: The Senior Energy Officials Meeting (SOME) in preparation for AMEM 42, the AMEM 42 Energy Ministerial Meeting, the 21st ASEAN+3 Conference, the 18th EAS Energy Ministerial Meeting, the Dialogue between Ministers and partners and international organizations, etc.

At the Conference, the Ministers/Heads of Delegation highly appreciated Laos as the Chair for achieving many of ASEAN's energy priorities in 2024, especially promoting the implementation of regional connectivity through the Memorandum of Understanding (MOU) on the expansion of the ASEAN Power Grid (APG) and the Terms of Reference (TOR) of the APG-related Agencies, the power connection between Indonesia - Malaysia, Laos - Thailand - Malaysia - Singapore Phase III, Brunei - Indonesia - Malaysia - Philippines, the cross-border electricity trade group between Cambodia - Laos - Singapore; Completing the draft of the ASEAN Petroleum Security Agreement (APSA) in 2024, signing the protocol to amend and extend the Memorandum of Understanding on the ASEAN Gas Pipeline (TAGP). The Ministers/Heads of Delegations heard reports on the implementation of the ASEAN Plan of Action on Energy Cooperation (APAEC) Phase II, 2016-2025 and considered for the period after 2025, accordingly, efforts were made to promote new solutions for energy transition, including carbon capture and storage (CCUS), enhance renewable energy through long-term frameworks and improve activities for energy efficiency in the region, enhance regional policy coordination to respond to the rapidly changing global energy landscape, continue efforts of member countries in phasing out coal-fired power plants through the application of decarbonization technologies, welcome the plan for peaceful nuclear energy cooperation and encourage partners to continue to exchange experiences and techniques with ASEAN for Small Modular Reactors. In addition, the Conference also appreciated ACE's efforts in completing the 8th ASEAN Energy Outlook (AEO8) report in 2024.

The meeting welcomed the IEA’s key recommendations on renewable energy adoption and energy efficiency, and IRENA’s recommendation to increase the development of various renewable energy sources and technologies to triple global renewable electricity capacity by 2030. The meeting adopted the Joint Statements of AMEM 42, AMEM+3, AMEM with East Asian countries. The meeting welcomed Malaysia as the host of AMEM 43 and related meetings in 2025.

Within the framework of the Conference, the ASEAN Energy Forum 2024 (AEBF) was successfully organized by the ASEAN Energy Center in coordination with the host country, attracting the participation of many businesses and partners in the region and internationally.

On the sidelines of the Conference, Deputy Minister Nguyen Hoang Long had bilateral meetings with Heads of Delegations of partner countries and international organizations including:

(i) Mr. Ren Jingdong, Deputy Director of the National Energy Administration of China (NEA) (equivalent to Deputy Minister): Leaders of both sides are interested in promoting cooperation in renewable energy between Vietnam and China. Vietnam welcomes China's investment and development of renewable energy in Vietnam. Deputy Minister Nguyen Hoang Long invited Mr. Ren Jingdong to visit and work in Vietnam at an appropriate time.

(ii) Mr. Dato' Sri Haji Fadillah bin Haji Yusof, Deputy Prime Minister and Minister of Energy and Water Transition of Malaysia: At the meeting, the two Leaders shared their views on enhancing connectivity of the ASEAN Power Grid and the field of oil and gas exploration and exploitation. Vietnam supports the promotion of the ASEAN Power Grid initiative and will continue to discuss with other countries for research and implementation.

(iii) Mr. Chansaveng Boungnong, Deputy Minister of Energy and Mines of Laos: The leaders of the two sides discussed the connection of the power grid across the Vietnam-Laos border, the framework for electricity import prices from Laos and the coal import agreement. Vietnam highly appreciates the cooperation between Vietnam and Laos and will continue to promote cooperation with Laos in the electricity sector within the framework of the agreements signed by the two governments. Regarding the content of the framework for electricity import prices from Laos for the period 2026-2030, the Ministry of Industry and Trade is reporting to the Prime Minister and will implement it when there are specific instructions.

(iv) Senator Josh Wilson, Assistant Minister for Energy and Climate Change, Australia: The two sides shared energy development plans and discussed cooperation in renewable energy development within the framework of the Comprehensive Strategic Partnership between the two countries.

(v) Ms. Mary Bruce Warlick, Deputy Director General of the International Energy Agency (IEA): At the meeting, the IEA shared the IEA's activities in recent times and announced the establishment of the IEA Regional Cooperation Center in Singapore to accompany countries in the region to achieve the goal of providing energy at reasonable prices and reliability. The two sides discussed ways to enhance bilateral cooperation between Vietnam and the IEA in the coming time. The IEA invited the Ministry of Industry and Trade to attend the Global Commission on People-Centred Clean Energy Transitions, and the two sides will continue to discuss technical issues to clarify related issues.

(vi) Ms. Gauri Singh, Deputy Director of the International Renewable Energy Agency (IRENA): The two sides had a short meeting on the sidelines to discuss Vietnam's participation in IRENA. IRENA will provide more information on the participation mechanism, rights and benefits of Vietnam when joining.

(vii) Mr. Francisco da Costa Monteiro, Minister of Petroleum and Mineral Resources of Timor Leste: The two sides shared experiences in developing human resources in the oil and gas industry and discussed opportunities for cooperation in oil and gas exploration and exploitation in this country.
