Deputy Minister of Health: All people will receive free periodic health check-ups

Deputy Minister Tran Van Thuan said the Ministry of Health aims for 100% of Vietnamese people to have regular health check-ups once a year, estimating that VND25,000 billion is needed from the budget.

On the afternoon of May 6, at the regular Government press conference, answering questions about the roadmap for implementing the policy of "moving towards free hospital fees for all people", Deputy Minister of Health Tran Van Thuan emphasized that this is a great, humane policy with positive impacts.

Regular check-ups will help people increase their access to medical services, proactively prevent, detect early and promptly treat diseases, thereby improving treatment effectiveness and reducing financial burden.

According to calculations by the Ministry of Health , with a population of 100 million and an average cost of 250,000 VND per medical examination, the budget needed to ensure that each person is examined at least once a year is 25,000 billion VND.

In the period of 2026 - 2030, the Ministry of Health sets the target: 90% of people have full access to disease prevention services, health promotion, full vaccination, reproductive health care, mental health and school health; 100% of people have annual health check-ups; develop electronic health records to manage lifelong health; increase health insurance coverage to 100% of the population, expand benefits and increase payment rates for screening, diagnosis and treatment services at an early stage.

Also according to the plan, the rate of direct payment from people for health services will decrease to below 20%; co-payment in health insurance examination and treatment will decrease to below 10%.

From 2030 to 2035, the Ministry of Health will study and comprehensively amend the Law on Health Insurance, gradually perfecting the policy to implement free health care for all people. The goal is that by 2045, people will not have to pay extra when using health insurance medical examination and treatment services, making Vietnam one of the world's leading countries in ensuring social security in the health sector.

Deputy Minister Thuan said that the Ministry of Health is drafting a Resolution of the Politburo on breakthroughs in public health care, which proposes many comprehensive solutions to develop healthcare, gradually realizing the goal of free hospital fees for all people.

Previously on April 8, at a meeting with police officers who supported the southern battlefield during the resistance war against the US to save the country, the General Secretary affirmed that he would focus on developing healthcare, enhancing public health care, and aiming for free hospital fees for all people. The ultimate goal of these policies is to ensure that all Vietnamese people have a prosperous and happy life.

Reporting to the National Assembly on the morning of May 5, Prime Minister Pham Minh Chinh also said that he will continue to prioritize investment in developing preventive medicine and grassroots health care, while constantly improving the quality of health services, shifting the focus from medical examination and treatment to proactive health care for the people, with the goal of free hospital fees for everyone.
