Prime Minister Pham Minh Chinh has just signed Official Dispatch 61 dated May 10 on organizing high school graduation exams, ensuring the staffing of preschool and general education teachers, and summer vacations for children and students in 2025.

The Prime Minister's directive comes at a time when the country is short of 120,000 teachers. Although theeducation sector was assigned nearly 66,000 positions three years ago, it has only recruited about 6,000 people so far.

Teacher shortages occur in most provinces and cities. Despite the shortage, localities do not have resources to recruit.

In the dispatch, the Prime Minister requested the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities to ensure that all assigned positions are recruited; continue to review and propose to competent authorities to supplement the remaining preschool and general education teacher positions compared to the prescribed norms of the education sector.

The Ministry of Education and Training should research and find appropriate and effective solutions to overcome the shortage of teachers, ensuring two teaching sessions per day; not let the arrangement and organization of the apparatus lead to a shortage of teachers, affecting students' learning.

The Ministry of Home Affairs inspects and urges localities to recruit teachers according to assigned staffing levels, overcome the surplus and shortage of teachers in educational institutions, and ensure the principle of "where there are students, there must be teachers in the classroom", but must be suitable to local realities and effective in arrangement.

The Prime Minister also requested the People's Committees of provinces and cities to proactively review, arrange, and regulate teachers to overcome local surpluses and shortages; increase the number of seconded teachers, and teach in inter-school and inter-level schools.

The head of the Government emphasized the need for a synchronous and effective solution to recruit the right number of teachers according to the number of positions granted, to avoid the situation of having positions but not being able to recruit. To promptly supplement the shortage of teachers, localities can sign teaching contracts with teachers.

In the long term, the Prime Minister requires developing and improving the quality of the teaching staff; researching policies to attract teachers to work locally and stay long-term.

The Prime Minister requested the Ministry of Education and Training to direct and guide localities and educational institutions to implement management and education measures and strengthen coordination between schools and families to create conditions for children and students to have fun, participate in cultural and artistic activities, physical training, and life skills training during the summer; and manage children and students to prevent accidents, injuries, and drowning.

Mobilize and encourage artists, artisans, athletes, and experts to organize cultural, artistic, and sports activities and develop talents.

Building a suitable environment for learning and using foreign languages ​​in the community, healthy recreational activities, attracting children, pupils and students to participate, contributing to educating ethics, lifestyle, cultural behavior, life skills, improving the effectiveness of comprehensive education.

Propaganda and education to raise awareness and consciousness so that children know and comply with regulations on preventing accidents, injuries, and drowning, especially in locations with potential risks of unsafety and drowning.

Clarify the responsibilities of agencies, departments, schools and families in ensuring children's safety during the summer vacation.
