Prime Minister Pham Minh Chinh chaired a conference on breakthrough solutions for social housing development.

On the morning of October 24, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market (Steering Committee) chaired a conference with ministries, branches, localities and enterprises on breakthrough solutions for social housing development. The conference was held directly at the Government headquarters and online with 17 provinces and cities with great demand for social housing.

Attending the conference at Hung Yen bridge point were comrade Lai Van Hoan, Vice Chairman of the Provincial People's Committee; representatives of a number of provincial departments and branches.

In his opening speech at the conference, Prime Minister Pham Minh Chinh asked delegates to discuss thoroughly to come up with tasks and solutions to accelerate the development of social housing quickly and sustainably; meeting the needs of the people. From there, the Government will issue a new resolution to continue to specify the Housing Law and the National Assembly 's Resolution on social housing.

According to the report at the conference, implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", up to now, the whole country has 696 social housing projects that have been and are being implemented, with a scale of about 640,000 apartments, of which 165 projects have been completed with a scale of 116,342 apartments. The number of projects that have been completed, started, and approved for investment policy to date has reached 60% of the target set in the Project...

At the conference,   The Government listened to opinions from ministries, sectors and some localities on the implementation status and difficulties and obstacles in the process of developing social housing. Delegates discussed breakthrough solutions on investment mechanisms and procedures, construction permits; and policies to improve people's access to social housing.

Speaking at the conference, Prime Minister Pham Minh Chinh assigned the Ministry of Construction to draft a Government resolution on further concretizing the Housing Law and the National Assembly's resolution on social housing to speed up progress and develop social housing to meet people's needs. The resolution must provide the most open and favorable mechanisms and policies for all relevant entities, and be implemented quickly and sustainably with new thinking and approaches.

Localities must have plans for social housing development, in line with other housing segments, ensuring that all housing segments are equal in terms of infrastructure for transportation, telecommunications, electricity, water, culture, health, education, etc. Land areas with beautiful and convenient locations for production and business; at the same time, invest in infrastructure to develop urban areas and housing in underdeveloped areas. The Prime Minister requires diversifying credit sources for real estate in general and social housing in particular.
