Prime Minister chairs “3 in 1” conference

On the morning of June 22, Prime Minister Pham Minh Chinh chaired the meeting of the Central Steering Committee on the elimination of temporary and dilapidated houses nationwide (5th time); the State Steering Committee on important national and key projects in the transport sector (18th time); and promoting the disbursement of public investment capital in 2025 (2nd time).

In his opening speech, the Prime Minister said that the Government organized a meeting of the steering committees to jointly review, evaluate and review the work that has been implemented in the past time, remove bottlenecks and obstacles and propose key tasks in the coming time, especially in the context of rearranging administrative units at the provincial and communal levels and the two-level local government apparatus officially operating from July 1.

The Prime Minister stated that to achieve strategic goals, the Party, State and Government set a growth target of 8% or more in 2025, creating momentum for double-digit growth in the next period with the target of disbursing 100% of public investment capital in 2025.

The Prime Minister emphasized the need to make efforts and determination to complete all goals and tasks in all areas in 2025 as set out in the Resolution of the 13th National Party Congress. In particular, in the field of transport infrastructure development, from now until the end of the year, it is necessary to complete about 800km of expressways to achieve the goal of putting 3,000km of expressways into operation in 2025, opening the expressway from Cao Bang to Ca Mau .

The Prime Minister stated that public investment is of great significance, contributing significantly to promoting growth, stabilizing the macro-economy, ensuring major balances of the economy; creating a foundation for infrastructure development; leading and activating investment in the whole society, strongly attracting private investment and FDI capital flows; promoting socio-economic development and creating new development space for localities, regions and countries; being one of the important growth drivers to promote economic growth; promoting production, business, creating jobs and livelihoods for people, contributing to ensuring social security.

Meanwhile, eliminating temporary and dilapidated houses is a major and very humane policy of the Party and State, affirming "national love and compatriotism", demonstrating the responsibility, love and sharing of the whole community. The Government has requested to focus on completing the goal of eliminating temporary and dilapidated houses before August 31; in which housing support for relatives of martyrs and people with revolutionary contributions must be completed before July 27. Thus, the target is 2 months earlier than before, before October 31, and 4 months earlier than before, at the end of 2025. This is to practically celebrate the 80th anniversary of the successful August Revolution and National Day September 2, and the 78th anniversary of War Invalids and Martyrs Day (July 27).

Regarding the results of public investment capital disbursement, information at the meeting showed that in the first 6 months of 2025, public investment capital disbursement was VND 264,800 billion, reaching 32.06% of the plan, higher than the same period in both relative numbers (in terms of ratio) and absolute numbers (in the same period of 2024, about VND 188,400 billion was disbursed, reaching 28.2% of the plan).

However, by June 20, 2025, nearly VND 7,360 billion has not been allocated in detail to 17 ministries, agencies and 21 localities; 35 ministries, agencies and 26 localities have disbursed below the national average.

The goal of all ministries, branches and localities disbursing 100% of public investment capital by 2025 is a huge challenge in the context that we are carrying out a revolution in streamlining the apparatus, rearranging administrative units and implementing two-level local government.

Regarding the progress of implementing national and key projects in the transport sector, up to now, 19 projects/component projects have been put into operation, increasing the total number of expressways in the country from 1,327km to 2,268km, putting into operation Terminal T3 of Tan Son Nhat International Airport; 52 projects/component projects are being implemented, basically following the set schedule.

Regarding the elimination of temporary and dilapidated houses, the whole country has eliminated nearly 263,000 houses (of which nearly 225,000 houses have been inaugurated; about 38,000 houses have been started and are under construction), reaching over 90% of the total demand. 38 localities have completed the goal of eliminating temporary and dilapidated houses in their areas. By June 30, the whole country is expected to have 46/63 localities complete, the overall rate is 94.7%; striving to complete nationwide by August 25.
