Prime Minister urges ministries, branches and localities to review long-standing backlog projects

After February 15, 2025, if ministries, agencies and localities have not submitted reports, the Prime Minister will assign the Government Inspectorate to conduct inspections to consider responsibilities and strictly handle them according to regulations.


Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 13/CD-TTg dated February 8, 2025 requesting ministries, branches and localities to urgently review and fully report on investment projects with difficulties, obstacles and long-term backlogs to promptly resolve and immediately implement the projects.

The Prime Minister requested ministries, branches and localities to urgently review and fully report on investment projects with difficulties, obstacles and long-term backlogs in order to promptly resolve and immediately implement the projects.

The dispatch stated that recently, the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, obstacles and long-term backlogs, urgently finding solutions to immediately implement projects, contributing to promoting socio-economic development, not wasting assets and money of the state, businesses, people and society.

To assist the Prime Minister in directing specific and regular tasks, the Prime Minister has established a Steering Committee on reviewing and removing difficulties and obstacles related to projects (Steering Committee) headed by Permanent Deputy Prime Minister Nguyen Hoa Binh.

Implementing the Prime Minister's direction, the Ministry of Planning and Investment issued a document dated December 16, 2024 requesting ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to send reports on reviewing and removing difficulties and obstacles related to projects to the Ministry of Planning and Investment before January 20, 2025. However, by February 7, 2025, only 33 localities and 9 ministries and central agencies had sent reports to the Ministry of Planning and Investment.

The Prime Minister commended the above ministries, agencies and localities for actively performing their assigned tasks; at the same time, he criticized and requested the ministries and 30 localities that have not yet submitted review reports clearly identifying individual responsibilities, and reported to the Prime Minister before February 17, 2025.

At the same time, report the results of the review of state-owned corporations and groups to the Prime Minister before February 15, 2025. The Ministry of Finance will synthesize and report to the Prime Minister.

In order to promptly remove difficulties and obstacles for projects nationwide, avoid administrative review, causing waste of resources, the Prime Minister requests ministers, heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally run cities to urgently review and synthesize all projects with difficulties, obstacles, and backlogs for a long time according to the forms and contents proposed by the Ministry of Planning and Investment in Official Dispatch No. 10339 dated December 16, 2024, send to the Prime Minister and the Ministry of Planning and Investment no later than February 15, 2025; be responsible to the Government and the Prime Minister for the completeness and accuracy of the information, content, and data reported and proposed.

After February 15, 2025, if ministries, agencies and localities have not submitted reports, the Prime Minister will assign the Government Inspectorate to conduct inspections to consider responsibilities and strictly handle them according to the regulations of the Central Steering Committee for Anti-Corruption, Wastefulness and Negativity.

The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh to direct ministries, agencies and localities to perform assigned tasks, handle and resolve arising issues within their authority, and report to the Prime Minister on issues beyond their authority.
