Prime Minister attends SCO 2025 and works in China: Transforming shared understanding into practical, long-lasting products of cooperation.

In a press interview regarding the results of Prime Minister Pham Minh Chinh's working visit to China (August 31-September 1) to attend the Shanghai Cooperation Organization (SCO) Summit 2025 and work in China, Deputy Minister of Foreign Affairs Nguyen Minh Vu stated that the achievements are not only significant for the relationship between the two Parties and two countries, but also contribute to transforming the shared understanding of the highest leaders into concrete, practical cooperation projects, works, and products that bring long-term value.

Could the Deputy Minister share the outstanding results of Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation's participation in the 2025 Shanghai Cooperation Organization (SCO) Summit in Tianjin, China ?

This year's Shanghai Cooperation Organization (SCO) summit is taking place against a backdrop of significant global and regional instability. The conference's theme and content are highly relevant, balancing security and development, and aligning with the common concerns of participating countries. Therefore, it has attracted widespread participation and is the largest summit in the SCO's 25-year history.

With numerous rich and diverse activities at both bilateral and multilateral levels, Prime Minister Pham Minh Chinh's working trip to attend the Shanghai Cooperation Organization Summit was a resounding success, as evidenced by two outstanding results:

Firstly, as a guest of the host country, Prime Minister Pham Minh Chinh delivered an important speech at the Conference. The Prime Minister emphasized Vietnam's stance in supporting, respecting, and upholding the fundamental principles of the United Nations Charter and international law, while affirming the consistent foreign policy of the Party and State of Vietnam, as well as Vietnam's positive contributions to peace, cooperation, and development in the region and the world.

Specifically, the Prime Minister outlined three proposals from Vietnam: Firstly , to promote multilateralism, solidarity, and international cooperation in addressing traditional and non-traditional security challenges. Secondly, to strengthen the mobilization of resources for development and enhance global governance capacity. The Prime Minister emphasized that all countries, especially major powers, need to uphold a sense of responsibility, take the lead, and stand shoulder to shoulder with the United Nations in successfully implementing the Sustainable Development Goals. Thirdly, to consolidate trust, mutual understanding, and mutually beneficial cooperation, primarily among neighboring countries, thereby strengthening comprehensive linkages between countries in the region and globally. At the same time, the Prime Minister also called for increased cooperation between the Shanghai Cooperation Organization, the United Nations, and ASEAN to strengthen the international system centered on the United Nations.

Secondly , within the framework of the Conference, the Prime Minister and the high-level Vietnamese delegation held sincere, open, and effective bilateral meetings with leaders of many countries in regions from Southeast Asia to Central Asia, South Asia, and Southeast Europe, as well as leaders of many international organizations. Through these meetings, we took advantage of the opportunity to strengthen and deepen our bilateral relations with partners in priority areas of national development, especially strategic infrastructure, agriculture, energy, nuclear power, digital transformation, and green transformation. In these meetings with the Prime Minister, leaders of various countries and organizations expressed their admiration for Vietnam's past struggle for national liberation and its current achievements in national development.

The partners affirmed their appreciation for Vietnam's role and position and expressed their desire to further strengthen cooperation with Vietnam in various fields; they also agreed on measures to develop bilateral relations with Vietnam in a deeper and more substantive way.

Prime Minister Pham Minh Chinh has held meetings with high-ranking Chinese leaders. Could the Deputy Minister please share the key outcomes of these meetings?

Throughout the working visit, the Chinese side extended a warm and respectful welcome to the Prime Minister and the high-level Vietnamese delegation, demonstrating the host country's special regard for Vietnam. During meetings with General Secretary and President of China Xi Jinping; and meetings and receptions hosted by Chairman of the National Committee of the Chinese People's Political Consultative Conference Wang Huning, both sides agreed on major measures to further promote bilateral relations in line with the Six-Point Agreement, focusing on three key areas: (i) continuing to effectively implement the Joint Statements already reached; (ii) strengthening strategic exchanges and promoting the defense and security cooperation pillar; and (iii) maintaining close multilateral coordination to address common regional and global challenges.

Regarding substantive cooperation, both sides agreed to comprehensively connect the two economies, especially railways and energy, and to promote cooperation in science and technology and innovation. The Chinese side agreed to steadily advance the feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project, actively research cooperation on capital mobilization, loans, human resource training, and railway industry development; expand imports of Vietnamese agricultural products, and accelerate the construction of smart border gates. These are all very practical areas that serve the breakthrough development needs of both countries in the next phase. The Prime Minister also met with several leading Chinese enterprises in various fields to immediately implement concrete cooperation.

Both sides also agreed to continue connecting the two cultures, strengthening people-to-people exchanges, and jointly organizing activities within the framework of the Vietnam-China Humanitarian Exchange Year, commemorating the 75th anniversary of the establishment of diplomatic relations and the "Red Journey" for youth research and study, thereby practically consolidating the "foundation of public opinion" for bilateral relations.

Regarding maritime issues, both sides agreed to continue to seriously implement the high-level common understanding on better controlling and resolving disagreements; respect each other's legitimate interests in accordance with international law, especially UNCLOS 1982; and work with ASEAN countries to promote negotiations on building a substantive, effective, and efficient Code of Conduct in the South China Sea (COC) in accordance with international law and UNCLOS 1982, and jointly build a peaceful, stable, and favorable environment for the development of each country and the region.

In summary, the very important results of this working trip will contribute to further concretizing the understanding of the top leaders of the two Parties and two countries into specific, practical cooperation projects, works, and products, bringing tangible value that the people and businesses of the two countries will be the central beneficiaries of; bringing the relationship between the two Parties and two countries of Vietnam and China to increasingly develop in a stable, healthy, and substantive manner, contributing to peace, cooperation, and development in the region and the world.
