On the morning of December 4, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, term XII, dated October 25, 2017, of the 6th Conference of the 12th Central Committee, term XII, "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" (Resolution No. 18-NQ/TW), chaired the Government's Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW.
Attending the conference were Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son; Ministers, Heads of ministerial-level agencies, and Heads of Government agencies.
At the conference, delegates listened to the main content and focus of the implementation of the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee; Conclusion of the first meeting of the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW; responsibilities of Government members in implementing the arrangement of the organizational apparatus and summarizing Resolution No. 18-NQ/TW.
At the same time, delegates listened to and discussed the plan to reorganize and streamline the Government's apparatus and the Party organization, ministries and agencies; preparations for the reorganization of the Government's apparatus; draft Plan to summarize the implementation of Resolution No. 18-NQ/TW and Outline to summarize the implementation of Resolution No. 18-NQ/TW...
Concluding the conference, Prime Minister Pham Minh Chinh, Head of the Steering Committee, stated that we must not only complete the tasks for 2024, but also review to complete the tasks for the entire term, and reorganize the apparatus according to Resolution No. 18-NQ/TW.
The Central Executive Committee and the Politburo have reached a high level of consensus with strong political determination to implement the policy of early and comprehensively summarizing Resolution 18-NQ/TW throughout the entire political system. The Government Steering Committee has held its first meeting to summarize the implementation of Resolution 18-NQ/TW.
The Prime Minister emphasized that this is a difficult task, even very difficult, but with the Party's leadership, the Government's unity, and the people's support, it must be done, with the spirit of "only discussing and doing, not backtracking" as General Secretary To Lam directed. Currently, the apparatus is cumbersome, many tasks are stuck, the time is short, the requirements are high, the work is complicated, sensitive, and the tasks are heavy, so the Ministers and heads of sectors are required to promote their sense of responsibility with the Party Committees and agencies under the Ministries and sectors to organize scientific implementation, with appropriate and effective roadmaps and steps.
The Prime Minister requested Ministers and heads of sectors to promote personal responsibility; combine the arrangement and streamlining of the apparatus with streamlining of staff, improving the quality of cadres, selecting the right cadres, promoting the personal responsibility of each person with assigned tasks, putting the common interest first and foremost; at the same time, doing a good job of ideological work, unifying the will to act together.
Ministries, branches and agencies must thoroughly grasp the spirit of the National Conference and the direction of the Government, establish a Steering Committee with the Working Group of their ministries and branches to organize the implementation of the summary of Resolution 18-NQ/TU and take the initiative in arranging according to the roadmap of the Central Committee and general instructions. At the same time, they must arrange the Party organization and the system of state management agencies, according to the direction of the Central Committee and the Steering Committee of the Government.

The Ministry of Home Affairs shall make specific plans and provide instructions on time, methods and approaches for ministries and branches to implement based on the plans of the Central Steering Committee and the Government Steering Committee. The Prime Minister requests that Deputy Prime Ministers in assigned fields proactively work with ministries and branches to deploy and regularly inspect work.
Informing that the Government Steering Committee will meet weekly to deploy work, grasp the situation and handle difficulties in the process of restructuring the apparatus, the Prime Minister requested to thoroughly implement the restructuring plan in the direction of reducing intermediary steps, basically ending the general department.
The names of the ministries cover both the functions and tasks and have historical and inherited characteristics; building groups and corporations in the direction of focusing on building a number of large groups, the remaining enterprises research suitable models, both separating state management and performing the functions of capital management, capital development and focusing on investment, summarizing and promoting existing successful models.
The Prime Minister pointed out that it is necessary to closely follow Resolution 18-NQ/TW, organize multi-sectoral and multi-field ministries, streamline the apparatus associated with restructuring the staff, build a more elite staff, and improve effectiveness and efficiency.
Ministries and branches must thoroughly grasp and motivate cadres, ensure their legitimate rights and interests, and at the same time develop appropriate policies. At the same time, review legal documents, leave no legal gaps, and develop plans to complete the organizational structure and get to work immediately.
The Prime Minister requested that media agencies spend more time reflecting on well-performing units and good models, listening to the people's voices; promoting the achievements and results of the innovation process in recent years in a difficult context, using positivity to push back negativity.
Directing ministries and branches to coordinate with the Ministry of Home Affairs to resolve issues arising in the process of restructuring the apparatus. If any issues arise, they must be reported immediately to competent authorities for consideration and handling. Prime Minister Pham Minh Chinh hopes and believes that Ministers, heads of branches and leaders will promote a sense of responsibility and take the lead in doing a good job of restructuring the apparatus to spread to agencies, units and cadres, all for the common good./.
