The Prime Minister noted that Ninh Binh must implement five "guarantees" in implementing provincial planning, including compliance, synchronization, connectivity, stability, inheritance, development, and flexibility and expansion of planning.
On the morning of May 28, attending the Conference to announce the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, Prime Minister Pham Minh Chinh believed that Ninh Binh will develop rapidly and sustainably, becoming a heritage city, a smart city and a growth pole in the southern provinces of the Red River Delta.
Also attending were Minister of Planning and Investment Nguyen Chi Dung; Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha; Minister of Transport Nguyen Van Thang; Secretary of the Ninh Binh Provincial Party Committee Doan Minh Huan; representatives of leaders of central ministries, departments and branches; leaders of Ninh Binh province and neighboring provinces and cities; representatives of diplomatic agencies, international organizations in Vietnam, associations, businesses, domestic and international investors.
Millennium heritage city, center of automobile mechanical industry
Ninh Binh province planning for the period 2021-2030, with a vision to 2050, aims to make Ninh Binh a fairly developed province with the highest growth rate among the southern provinces of the Red River Delta by 2030, basically meeting the criteria of a centrally-run city with the characteristics of a millennium heritage urban area, a creative city; one of the major centers with high brand value in tourism, cultural industry, and heritage economy of the whole country and Southeast Asia.
Ninh Binh will be a leading modern auto mechanical industry center in the country; basically forming a synchronous innovative startup ecosystem; a solid locality in terms of national defense and security; building a clean and strong Party and political system, a developed economy, a civilized society, and happy people.
By 2035, Ninh Binh province will become a centrally-governed city with the characteristics of a millennium heritage city, a creative city; a center for innovative startups.
Also according to the Plan, Ninh Binh's average GRDP growth rate in the 2021-2030 period will reach 9.2%. GRDP per capita is about 200 million VND; it is one of the 10 provinces and cities with the highest per capita income in the country.
Economic sector structure in GRDP: Agriculture-forestry-fishery 5.3%; industry-construction 45.3%; services 38.3%; product tax minus product subsidy 11.1%. The rate of poor households according to multidimensional poverty standards is below 2%.
Ninh Binh takes the development of automobile mechanical industry, high-tech industry, and environmental friendliness as the driving force for growth; develops tourism and cultural industry as spearheads associated with high-end and unique products and services; promotes innovation, administrative procedure reform, digital transformation, building a synchronous digital government and digital economy; enhances competitiveness, improves the investment and business environment; trains and develops human resources to meet the socio-economic development process in the Fourth Industrial Revolution.
Along with that, comprehensively develop culture and society; preserve and promote the fine traditional cultural values of the people of the ancient capital; focus on preserving, renovating, restoring and promoting the heritage of Hoa Lu ancient capital and the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex.
Ninh Binh invests in building synchronous and modern infrastructure associated with exploiting and effectively using land funds; developing civilized and modern urban areas; implementing the strategy of developing millennium heritage urban areas, creative economy, heritage economy on the basis of restoration and conservation, promoting historical-cultural values, natural landscapes, protecting the environment, proactively responding to natural disasters and adapting to climate change.
Speaking at the event in the ancient capital of a thousand years of history, a "spiritual land with outstanding people" associated with many famous landscapes of national and human significance; a place to preserve and maintain many unique cultural values; a witness to a heroic historical period demonstrating the bravery and spirit of Dai Co Viet; Prime Minister Pham Minh Chinh emphasized that planning plays a very important role, creating new opportunities, long-term impacts, and is an important driving force in the development of the country in general and of each locality in particular.
Since the beginning of the 13th Congress term, planning work has been focused on investment, accelerated implementation, and made many strides; the work of establishing, adjusting, and organizing the implementation of national planning, regional planning, and provincial and city planning in the region has been accelerated, with the completion of establishing, appraising, and approving 110/111 plans.
Emphasizing 5 points about the position and role of planning work, 3 important contents that need to be closely followed in planning work, 3 important factors about the main ideology in planning work and 5 tasks that need to be focused on in planning work, the Prime Minister said that Ninh Binh is the intersection between 3 regions: the Red River Delta, the Northwest mountainous region and the North Central Coast.
The province has many unique and distinctive natural cultural-historical-ecological values, is one of 8 provinces and cities with World Heritage Sites and is the only locality in Vietnam and Southeast Asia that possesses mixed cultural and natural heritages - Trang An Scenic Landscape Complex, Cuc Phuong National Park; 1 of 3 large and modern automobile mechanical industrial centers of the country; 1 leading fruit and vegetable processing center in Vietnam, strongly developing tourism and having diverse traditional crafts, is the homeland of many typical Vietnamese celebrities.
Over the years, Ninh Binh has promoted existing values, inherited traditions, internationalized unique national cultural values and nationalized the cultural quintessence of humanity; promoted the spirit of self-reliance, self-reliance, "turning nothing into something, turning the impossible into possible" and the spirit of National Hero Dinh Bo Linh, King Le Dai Hanh, Cultural Celebrity Truong Han Sieu, National Master Nguyen Minh Khong..., the socio-economic situation of Ninh Binh province has made great strides, achieving many important results.

From 2022, Ninh Binh province will be self-sufficient in budget, with exports ranking 23/63. From a purely agricultural province, industry and services now account for more than 80% of the economic structure. Industry has truly become a driving force for growth. Tourism has become a key economic sector, actively contributing to the province's rapid and sustainable economic restructuring.
Socio-economic infrastructure has been invested in and upgraded, especially transport infrastructure. Ninh Binh has 100% of communes and 100% of districts and cities meeting new rural standards. Ninh Binh is continuously ranked among the leading provinces in the country in terms of average scores in high school graduation exams. Believing that the above results are a solid foundation for Ninh Binh to continue affirming its position on the path of development and integration, the Prime Minister acknowledged and warmly commended the achievements that the Party Committee, government, army and people of Ninh Binh province have achieved throughout the development journey, actively contributing to the overall success of the whole country.
Ensure compliance, consistency, connectivity, stability, legacy and flexibility
Pointing out a number of shortcomings, limitations, difficulties and challenges in economic scale, urbanization speed, industrial production, import and export, site clearance and progress of some projects, Prime Minister Pham Minh Chinh said that the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, has opened up new directions, visions and development spaces, creating new momentum and values for Ninh Binh in the general picture of provinces and cities in the region and across the country.
The provincial planning has chosen a “green” development model based on 4 economic pillars and 3 development corridors. Of these, the 4 economic pillars are tourism, cultural industry; automobile mechanical industry; innovative start-ups as breakthroughs; ecological agriculture, multi-value as support. At the same time, development is on 3 corridors: North-South, East-West and coastal corridor.
“This is an extremely correct choice, of strategic significance, and of decisive significance for the rapid and sustainable development of Ninh Binh province in the coming time,” the Prime Minister pointed out.
To effectively implement the Planning and develop Ninh Binh rapidly and sustainably, the Prime Minister requested Ninh Binh province to focus on implementing "1 focus, 2 determinations, 3 driving forces".
Specifically, Ninh Binh must focus on mobilizing and effectively using all legal resources to implement the planning; determined to invest in developing human factors; becoming a connecting place for 3 regions. Along with that, implementing 3 driving forces: developing strategic infrastructure, enhancing regional, regional, domestic and international connectivity; developing service industry, heritage economy, cultural industry, entertainment industry; science and technology, innovation, green economy, digital economy, circular economy, sharing economy, knowledge economy, responding to climate change.
The Head of Government noted that the province must implement 5 "guarantees" in planning implementation, including compliance, synchronization, connectivity, stability, inheritance, development, and flexibility and expansion of the planning.
“The legal basis is available, the potential and development orientation have been identified, the solutions are clear, the remaining decisive issue is the thinking, dynamism, creativity, political determination and responsibility of the Party Committee, government, army and people of Ninh Binh,” the Prime Minister emphasized.
Regarding the tasks and solutions to implement Ninh Binh's planning, the Prime Minister requested the province to urgently develop, promulgate, and actively and effectively implement the plan to implement the Planning; develop and exploit internal and external resources to the maximum; promote public-private partnership, using public investment to lead private investment, calling for investment in strategic infrastructure, especially transport and urban infrastructure; promote administrative reform, improve the investment environment; pay attention to investment in education and training, develop high-quality human resources, digital human resources; strengthen resource management and environmental protection...
The Prime Minister requested Ninh Binh to widely disseminate the planning in various forms so that people can understand, grasp, support, follow, supervise the implementation of the planning and benefit from it in the spirit of "People know - People discuss - People do - People check - People supervise - People benefit".
Prime Minister Pham Minh Chinh directed ministries and branches at the central level to continue to coordinate with the province to implement the Planning according to their functions, tasks and powers. Localities in the Red River Delta region synchronously implement provincial Planning in conjunction with promoting regional linkages; jointly solve inter-provincial and inter-city issues, not implementing them in a fragmented and competitive manner.
Specifying specific tasks and projects for the development of Ninh Binh province and the whole region, the Prime Minister emphasized the requirement of development with "transparent infrastructure, smart governance, and open mechanisms" for rapid and sustainable development.
The Prime Minister requested the business community and investors to promote the mission of enterprises in the spirit of "three together": "listen, understand together," "share vision and act together," "do together, win together, enjoy together and develop together"; build a long-term and sustainable business strategy, properly implement investment commitments and cooperation agreements; follow the right orientation and priorities according to the provincial planning; pioneer in innovation, green and digital transformation, technology transfer, pioneer in smart and modern governance; train high-quality human resources; comply with the law, implement well the culture, business ethics, social responsibility, participate in social security work, ensure the lives of workers, in the spirit of "if you say it, you must do it, if you commit, you must do it, if you do it, you must produce products, with real results, weighed-measured-counted and quantifiable."
