On the afternoon of March 6th, Prime Minister Pham Minh Chinh chaired a nationwide online conference on resolving difficulties and obstacles and promoting the development of social housing. The conference was held in person at the Government headquarters and online to 63 locations across the country.

The conference was attended by leaders from ministries, departments, and localities; experts; and leaders of real estate associations, banks, and major real estate businesses nationwide.
Regarding the development of social housing and housing for workers, according to the Ministry of Construction 's report, from 2021 to the present, 103 projects with a scale of 66,755 units have been completed. The number of projects that have commenced construction is 137 projects with a scale of 114,618 units. The number of projects that have received investment approval is 415 projects with a scale of 412,055 units.
Of the 120,000 billion VND preferential credit fund for social housing (currently 145,000 billion VND), 2,845 billion VND has been disbursed, including 2,580 billion VND to investors in 20 projects and 265 billion VND to homebuyers in 15 projects.
After listening to the delegates' presentations and concluding the conference, the Prime Minister emphasized that investing in social housing is an investment in the development of society and the country; it is an important task of the political system and requires the involvement of the entire political system, the people, and businesses.
The Prime Minister assessed that the construction of social housing has achieved certain results, progress, and changes recently, but it has not yet met the requirements and expectations. Many localities are lagging behind the plan as registered in the Project. The disbursement of the 120,000 billion VND preferential credit fund for social housing is still slow and facing difficulties. There are still obstacles and difficulties for businesses investing in social housing in accessing land, investment and construction procedures, bidding, credit, preferential policies, etc.

To create positive and significant changes after the conference and achieve the set goals, the Prime Minister outlined 10 groups of tasks and solutions for ministries, sectors, and localities. Regarding institutions, the Prime Minister assigned the Ministry of Construction to lead the review of existing institutions, processes, and procedures, identifying obstacles, determining who will resolve them, how long it will take, and when results will be available. He also identified which agencies are responsible for amending existing laws, decrees, and circulars and proposing amendments to the Government and submission to the National Assembly. Emphasizing that preferential policies must be implemented in prioritized areas, the Prime Minister requested that this be submitted in March, or at the latest in April.
Regarding planning, localities must plan and adjust social housing plans appropriately, completing this by the second quarter at the latest. Localities should proactively plan and allocate land to investors; study the recovery of wasteful projects and abandoned land plots, resolve obstacles, and allocate land to investors; resolve and allocate sufficient land quickly for investors; and clear land for businesses.
The Ministry of Construction is reviewing standards, regulations, and norms related to social housing; it is necessary to design models suitable for each region so that research can be conducted on mass production, using prefabricated structures for faster construction, and entrusting the implementation to large enterprises.
Regarding the funding mechanism for the project, the Prime Minister requested a study on an appropriate profit margin (currently 10%), which could be increased, but emphasized that the project must be implemented quickly and on time.

Regarding resource mobilization, the Prime Minister instructed Deputy Prime Minister Ho Duc Phoc to direct the Ministry of Finance to complete the establishment of the National Housing Fund by March 2025. The list of people eligible to buy, lease-purchase, or rent social housing should be approved based on an integrated population database with established standards and criteria. The State Bank of Vietnam will not include social housing loans in the credit 'room' of banks.
The Prime Minister has assigned the Government Office to take the lead in reviewing and reducing at least 30% of administrative procedures in 2025.
The Prime Minister also requested a study on regulations allowing foreign businesses and organizations to purchase or rent social housing for their workers and employees.
Regarding the recommendations, the Prime Minister instructed the Government Office to compile and report them to the Government for proposals on matters exceeding the Government's authority (such as those related to bidding, direct contracting, land allocation, appropriate financial models, appropriate profit margins, authorization for provinces and cities to expand capital for businesses, infrastructure incentives, administrative procedures, etc.); including a proposal to issue a Government resolution to pilot direct contracting in the implementation of social housing projects.
For localities, the Prime Minister requested the establishment of a Steering Committee on Social Housing Development. For projects that have already commenced construction, there must be a firm commitment to completing them and putting them into use within 2025. He also directed decisive action to remove obstacles in the coordination of work among departments, agencies, districts, and communes, and to reduce and simplify administrative procedures related to social housing investment and construction...
