During the meeting, Prime Minister Pham Minh Chinh congratulated Laos and Cambodia on the great and comprehensive achievements they have made in recent times.
In a friendly and open atmosphere, the three Prime Ministers exchanged views on areas of common cooperation and international and regional issues of mutual concern; shared the view that all three countries are striving to overcome security, political , and socio-economic development challenges brought about by the changes in the global and regional situation; and acknowledged the substantive progress in bilateral relations and relations between the three countries in recent times.
The three Prime Ministers unanimously agreed that, in recent times, relations between Vietnam, Cambodia, and Laos have continued to develop well, maintaining high political trust and close cooperation in all fields. The three countries regularly exchange high-level delegations, cooperation mechanisms are effective, and defense and security cooperation is increasingly integrated and in-depth.
The three Prime Ministers emphasized that in the context of the current global and regional situation, preserving and promoting the tradition of solidarity and close ties between Vietnam, Cambodia, and Laos is becoming increasingly necessary and important. In that spirit, the three sides agreed to continue maintaining regular exchanges of visits and trilateral contacts at all levels and through all channels, starting with meetings between the three Ministers of Defense, Public Security, and Foreign Affairs. They also agreed to strengthen various forms of communication about the achievements of cooperation and the historical value of the solidarity and friendship, especially the mutual sacrifices made by the three countries and peoples, and to promote closer ties among young leaders, young parliamentarians, youth, and the people of the three countries.
The three heads of government agreed to strengthen exchanges and cooperation on the digital economy and digital government. Prime Minister Pham Minh Chinh shared Vietnam's experience on electronic citizen identification and building a "digital citizenry" to create the most favorable conditions for the people.
The three Prime Ministers also agreed to strengthen cooperation in combating all types of crime, protecting the friendly, peaceful, stable and developing border, accelerating border demarcation and monument placement; promptly preventing individuals and organizations from undermining trilateral relations, especially in cyberspace; and resolving emerging issues satisfactorily.
The Prime Ministers of the three countries also agreed that in the coming period, it is necessary to focus on strengthening transportation infrastructure connectivity; promoting cooperation in border development; coordinating to create breakthroughs in economic, trade, investment, financial cooperation, and international integration, as a driving force to soon increase trade turnover between Vietnam and Cambodia to 20 billion USD and between Vietnam and Laos to 5 billion USD.
The three Prime Ministers also agreed to consult with each other on international and regional issues of common interest; issues related to bilateral and trilateral relations; and to coordinate preparations for major events in each country in the near future.

Cambodian Prime Minister Hun Manet highly appreciated and thanked Vietnam, Laos, and other ASEAN countries, especially Malaysia, the ASEAN Chair in 2025, along with the United States, for their support in helping Cambodia and Thailand reach an agreement on a ceasefire monitoring mechanism. He emphasized that the agreement clearly demonstrates ASEAN's central role.
Prime Minister Pham Minh Chinh expressed his gratitude to Cambodia and Laos for sending high-level delegations and armed forces to participate in the parade and march commemorating the 50th anniversary of the Liberation of Southern Vietnam and National Reunification (April 30, 1975 - April 30, 2025) and the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), as well as attending the signing ceremony of the United Nations Convention against Cybercrime in Hanoi (October 25). The Prime Minister affirmed that the participation of the leaders of the three countries in major national events sends a strong message about the tradition of solidarity and close ties between the three nations.
On this occasion, the Prime Minister expressed his gratitude and hope that the Governments of Cambodia and Laos would continue to pay attention to and create favorable conditions for the Vietnamese community in both countries to live stably, integrate into local societies, and make positive contributions to the development of Cambodia and Laos, as well as to the relations between the three countries.
