Land declaration and registration to complete cadastral records is a key task that Thanh Thuy district is focusing on to accelerate the construction of a land database, serving state management of land and meeting the requirements of socio -economic development.

To accomplish this task, the District People's Committee issued a plan and other documents urging the implementation of initial land registration for land users and those to whom the State has allocated land for management. Targets for land registration in the district were assigned to the People's Committees of communes and towns. Simultaneously, the district directed a detailed review of each village, hamlet, and neighborhood to obtain data on land parcels that have not yet been registered.
The District People's Committee has also established a working group and developed a specific plan to monitor and inspect the progress of land registration and declaration in the communes implementing the project; organized conferences to disseminate information about the project and the plan for surveying and preparing cadastral records in Thanh Thuy district for the period 2021-2025 and subsequent years to the consulting unit and localities; and directed localities to coordinate with the consulting unit to effectively implement land registration and declaration and prepare cadastral records...
Comrade Dao Ngoc Ky, Head of the Department of Natural Resources and Environment of Thanh Thuy district, said: Currently, in Thanh Thuy district, there are 8 communes implementing land declaration and registration according to the cadastral mapping project, issuing and exchanging land use right certificates, and implementing the plan to digitize land records. The implementation process still faces some difficulties and obstacles due to the different origins and land use histories of each plot, and incomplete land use right documents of land users.
Furthermore, fluctuating documents such as cadastral maps affect the registration of land use rights; the large volume of land parcels requiring registration, the short processing time, and the limited number of land administration officials in communes and towns have all impacted the progress of land registration. To overcome these difficulties, the district has directed and urged specialized agencies and the People's Committees of communes and towns to disseminate information and guide organizations, households, and individuals in preparing land registration dossiers; and organized training to improve the professional skills and expertise of those directly involved in land registration.
The district has also stepped up administrative reforms; directed specialized departments and divisions to regularly send officials to the grassroots level to inspect, supervise, and guide land administration officials in land declaration and registration; and guided and coordinated with local authorities to resolve existing problems and obstacles right at the grassroots level...
Based on the plan and directives of the District People's Committee, the communes and towns have proactively organized the implementation, focusing on reviewing and identifying the number of land parcels and land users that have not been registered for the first time. They have established teams to disseminate information and notify land users and those entrusted with land management by the State who have not yet declared or registered their land to do so according to regulations.
With the decisive leadership of the district and the active participation of local authorities, the land use rights declaration and registration work in Thanh Thuy district has achieved significant results. To date, the entire district has basically completed the declaration and registration work according to the Project on surveying, preparing cadastral records and building a cadastral database of Phu Tho province for the period 2021-2025 and subsequent years, with a total of approximately 4,000 land registration records for 12,100 land parcels confirmed and registered. In the work of cross-checking and integrating data into the system, and implementing digital signing of the electronic cadastral register, Thanh Thuy has completed the review, data integration and signing of the electronic cadastral register and put into operation the database with a total of nearly 170,000 land parcels.
