
This event is part of the official visit to the Republic of Finland by General Secretary To Lam and his wife Ngo Phuong Ly and the high-ranking Vietnamese delegation, clearly demonstrating the commitment of both countries to the global sustainable development agenda.
At the signing ceremony, Professor, Dr. Tran Hong Thai - Permanent Vice President of the Vietnam Academy of Science and Technology and Professor, Dr. Sami Niemelä - Deputy Director General of the Finnish Meteorological Agency discussed directions for promoting research and training of common human resources in the fields of meteorology, oceanography , climatology, environmental monitoring and surveillance.
The two sides agreed and signed a Memorandum of Understanding to establish and implement cooperation activities including: Implementing joint research and survey projects on meteorology, oceanography and earth sciences; developing and sharing models, data and instruments for measuring the atmosphere and ocean; exchanging scientists, researchers, lecturers and students; organizing conferences, workshops, seminars, and science schools; researching the application of remote sensing satellites and integrating data for climate forecasting and services; establishing and operating observation networks, including marine and coastal monitoring systems; exchanging scientific information, publications and research and technological innovation experiences.

The Memorandum of Understanding between the two scientific agencies is implemented for a period of 5 years. Based on this Memorandum, specific cooperation activities of the two research agencies of the two countries will be identified and agreed upon in separate agreements or projects with the objectives, responsibilities and expected results of each activity selected and implemented in accordance with the internal procedures of each party and international treaties to which the two countries are members.
This agreement also opens up opportunities for the two national research agencies of Vietnam and Finland to coordinate and complement each other in research, development and application in the fields of monitoring networks, data assimilation, satellite modeling and applications, etc.
The Finnish Meteorological Service, founded in 1838, is one of the oldest and most prestigious national meteorological agencies in Europe, with the mission of observing the atmosphere, sea and space; researching meteorology, climate, air quality and environmental physics; and providing data, warning and forecasting services for traffic safety, maritime, aviation and environmental protection.
This cooperation event not only demonstrates the pioneering role of the two agencies but also is a concrete step to implement the content of “Science, technology, innovation and digital transformation cooperation” in the Joint Statement establishing the Vietnam-Finland Strategic Partnership. This will be an important foundation for the two countries to share knowledge, data and scientific solutions towards a future of proactive climate adaptation, enhanced resilience and sustainable development.
