Synchronously implement solutions to reduce crime and drug abuse

On the afternoon of April 8, the working delegation of the National Assembly's Committee on Culture and Society, led by Vice Chairwoman Do Thi Lan, had a working session at the Thanh Hoa Provincial Police Department to survey the implementation of policies and laws on drug prevention and control in Thanh Hoa province.

Implementing policies and laws on drug prevention and control, in recent times, the Provincial Party Committee, People's Committee, and Steering Committee 138 of Thanh Hoa province have focused on directing the work of drug prevention and control in the province. The focus is to continue to effectively direct the implementation of Directive No. 36-CT/TW dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and control; Drug prevention and control program for the period 2021-2025.

Every year, the Provincial People's Committee and the Steering Committee 138 of Thanh Hoa province issue plans, directive documents, assign specific responsibilities, and assign targets to each sector, organization, and the People's Committees of districts, towns, and cities in implementing drug prevention and control work; the Chairman of the Provincial People's Committee issues decisions on strengthening the Steering Committee for crime prevention and control, social evils, and building a movement to protect national security in Thanh Hoa province to strengthen leadership and direction in drug prevention and control work.

Thanh Hoa Provincial Police, as the standing agency for drug prevention and control of the Steering Committee 138 of Thanh Hoa province, has advised the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to effectively lead and direct the implementation of Directive No. 36-CT/TW of the Politburo; Directive No. 06-CT/TU of the Provincial Party Committee on strengthening the Party's leadership in drug prevention, control and control among adolescents, pupils and students; Drug prevention and control program for the period 2021-2025 and Project 272 of the Provincial People's Committee on "Improving the effectiveness of prevention and control of crime and drug abuse in Thanh Hoa province" for the period 2021-2025; advised the Standing Committee of the Provincial Party Committee to inspect the leadership, direction and organization of the implementation of Directive No. 36-CT/TW of the Politburo.

Departments, branches, unions and People's Committees of districts, towns and cities have issued resolutions, programs and plans to resolutely direct the work of preventing and combating crime and drug abuse; completed steering committees at all levels and assigned tasks to members of the steering committees; and synchronously implemented solutions to reduce crime and drug abuse.

Regarding the fight against drugs, in 2 years (2023-2024), the Thanh Hoa Province Drug Crime Investigation Police force has detected and arrested 1,768 cases with nearly 4,500 subjects. Established and successfully fought 119 major projects, eliminated drug trafficking and illegal transportation lines, many complicated drug points and hotspots. Currently, Thanh Hoa Province no longer has complicated drug points and hotspots.

However, the drug crime situation still has many potential risks of becoming complicated, especially high-tech drug crimes. The situation of synthetic drug users tends to increase. In 2 years, the Thanh Hoa provincial police force has prepared documents to propose applying administrative measures to send 1,100 subjects to compulsory drug rehabilitation facilities, 102 cases of voluntary drug rehabilitation at drug rehabilitation facilities. In addition, there are 400 people who are drug addicts at home and in the community.

At the conference, members of the survey team and departments and branches of Thanh Hoa province focused on discussing and clarifying a number of limitations, difficulties and obstacles in the fight against drug crimes and social evils; the management of drug addicts, post-drug addicts, and job placement for drug addicts.

Vice Chairwoman of the National Assembly's Committee on Culture and Society Do Thi Lan delivered a concluding speech at the conference.

Concluding the conference, Vice Chairwoman of the National Assembly's Committee on Culture and Society Do Thi Lan acknowledged and highly appreciated the results achieved by Thanh Hoa province in implementing policies and laws on drug prevention and control; especially after transferring the tasks of the Department of Labor, War Invalids and Social Affairs to the Provincial Police. Vice Chairwoman of the Committee on Culture and Society Do Thi Lan suggested that Thanh Hoa province continue to supplement and complete the report content to clarify the difficulties and obstacles in identifying and managing drug addicts; and shortcomings in policies and mechanisms in drug prevention and control. With the recommendations of Thanh Hoa province, the survey delegation received and synthesized them as a basis for reporting to the National Assembly and proposing to the Government to find solutions and support in the coming time.

Within the framework of the working program, the working delegation of the Committee for Culture and Society conducted a field survey at Drug Rehabilitation Center No. 1, in Hoang Giang commune (Nong Cong).
