Speeding up the progress of Nhon Trach 3, Nhon Trach 4 and Hiep Phuoc power plant projects

Regarding the Nhon Trach 3 and Nhon Trach 4 Power Plant Project ( Dong Nai ), Deputy Prime Minister Bui Thanh Son highly appreciated the efforts of the Project Investor to complete the project construction and be ready to put Nhon Trach 3 and Nhon Trach 4 Power Plant into commercial operation; contributing to ensuring national energy security in the context of the country setting a growth target of over 8% in 2025 and double digits in the next period, attracting high-tech projects with large electricity demand such as data centers, artificial intelligence, while contributing to promoting energy transition towards realizing the commitment to reduce net zero emissions by 2050, making practical contributions to the socio-economic development of Dong Nai province.

To fulfill the upcoming tasks, the Deputy Prime Minister requested the Vietnam National Energy Industry Group to report to the Prime Minister for consideration on the inauguration time of Nhon Trach 3 and Nhon Trach 4 Power Plant projects.

The investor closely coordinates with relevant units to complete the acceptance of the remaining items of Nhon Trach 4 Power Plant to serve the inspection of the State Inspection Council on the acceptance of construction works in November 2025. At the same time, continue to coordinate with contractors to do a good job of training staff to serve the operation of the plant after the project is completed.

Dong Nai Provincial People's Committee directed relevant units to complete the handover of construction sites for the 220kV transmission line project on schedule to release the capacity of Nhon Trach 3 Power Plant in November 2025.

Assign the Ministry of Industry and Trade to study and consider, according to its authority, the proposals and recommendations of the Vietnam National Energy Industry Group on the mechanism of selling electricity in clusters.

Regarding the Hiep Phuoc Power Plant Project Phase 1 (HCMC ) , Deputy Prime Minister highly appreciated the efforts of the investor in the recent past, having completed a number of important milestones in investment preparation and completed the construction of a number of important project items, including the construction and upgrading of the 40,000 DWT wharf from a specialized petroleum port to a petroleum and LNG port; and completed the construction of a 75,000 ^m3 LNG tank.

To achieve the goal of generating electricity earlier than the schedule set out in the Adjustment of Power Plan VIII, the Deputy Prime Minister requested the People's Committee of Ho Chi Minh City to direct relevant departments and branches to guide the Investor to complete the 1/500 planning according to regulations.

The Ministry of Industry and Trade directed Vietnam Electricity Group to speed up the negotiation and review of the Power Purchase Agreement, and officially sign the contract in December 2025.

Regarding the procedures for importing LNG vessels to transport LNG gas, the Deputy Prime Minister assigned the Ministry of Construction to guide the Investor on the necessary procedures for implementation.

The investor, within its scope and responsibility, shall make efforts to accelerate the implementation progress, complete and put the project into operation in 2027, ensure the quality and synchronous power grid to release the project's capacity; during the construction process, ensure proper implementation of safety procedures for workers and safety for the project.

Regarding the agreement on the intersection of Cai Mep-Phu My pipeline, the People's Committee of Ho Chi Minh City will handle it thoroughly in November 2025, ensuring the operation of gas supply to Phu My Thermal Power Center.

The Ministry of Industry and Trade coordinates with relevant ministries, agencies and units to report to Deputy Prime Minister Bui Thanh Son on the program to inspect the progress of important national works and projects, key to the energy sector, focusing on power plant projects using domestic natural gas and LNG-using power plant project clusters with shared port warehouses, during the week of December 15 to December 31, 2025.

Previously, on November 20, Deputy Prime Minister Bui Thanh Son led a Government delegation to inspect the construction progress of the Nhon Trach 3 and 4 Thermal Power Plant project cluster in Dong Nai province.
The project cluster, invested by Vietnam Oil and Gas Power Corporation (PV Power), has a total designed capacity of 1,624 MW and a total investment of up to 1.4 billion USD. This is one of the few projects with the largest gas turbine capacity (over 500 MW) and gas efficiency (over 60%) in the world. Once operational, the project cluster will contribute 9 billion kWh to the national grid each year.

As for the 2,700 MW Hiep Phuoc LNG Power Plant Project, it includes two phases: Phase 1: 1,200 MW Phase 2: 1,500 MW. According to the adjusted Power Plan VIII, phase 1 of the Hiep Phuoc LNG Power Plant Project is expected to be put into operation in 2028. However, the Prime Minister requested to speed up the project's progress to put it into operation 1-2 years earlier.

The project includes 3 combined-cycle gas turbine generators, of which the newly installed part is 3 gas turbines, 3 heat recovery steam generators (HRSG), 3 generators, a 220 kV station and line combined with the existing equipment part is 3 steam turbines, 3 generators, a 110 kV station and line to form 3 combined-cycle gas turbine generators, with a total capacity of 1,200 MW.

In addition, the Project also upgrades and renovates the existing 40,000 DWT petroleum port into an LNG import port, builds a new LNG tank system, and a regasification system to serve the gas supply for power plant operations, and builds a new office building and factory operations.
