Nghe An Provincial Party Standing Committee held a meeting with the Internal Affairs Bloc in August 2023

DISCOVERING SOPHISTICATED TRICKS OF HIGH-TECH CRIMES

During the month, the political security, order and social safety situation in the province continued to be ensured. The armed forces strictly maintained combat readiness, coordinated to grasp the situation, and ensured security and safety for the Party and State delegations visiting and working in the province. The defense area drills in Dien Chau, Nghia Dan, Ky Son, Con Cuong districts and Thai Hoa town were well organized.

The authorities proactively grasp and advise on how to handle the situation stably, not allowing complicated incidents to occur; synchronously deploy measures, ensure good security and order; focus on directing drastic prevention work, launching many campaigns to fight, suppress all types of crimes and social evils, detect and strictly handle all types of crimes, such as gambling, firecracker trading, and high-tech crimes.

Of which, there were 46 cases of crimes against social order in the month, causing 2 deaths, 8 injuries, and property damage worth nearly 16 billion VND (compared to the previous month, there were 4 fewer cases, 1 death, and 4 injuries).

Some major cases include: Tuong Duong District Police broke a case, arrested and prosecuted 1 suspect for "Human trafficking" and rescued 2 victims. Con Cuong District Police arrested 1 fraudster, appropriating property worth more than 300 million VND. The authorities also discovered 18 cases and 103 gambling subjects.

Regarding drug crimes, the authorities discovered 69 cases, arrested 84 drug offenders, seized 0.73 kg of heroin, 1.2 kg and 13,978 synthetic drug pills, 104 grams of crystal meth (compared to the previous month, there were a decrease of 67 cases, 88 subjects). Notably, PC04 Department broke a case, arrested 1 subject illegally transporting drugs, and seized 12,000 synthetic drug pills.

Detected and handled 102 cases, 134 subjects violating environmental laws (compared to the previous month, an increase of 3 cases, 24 subjects), mainly violations of environmental protection regulations, illegal mining and transportation of minerals, violations of food safety regulations...

High-tech crimes have detected 4 cases, 7 subjects; notably, 2 subjects were discovered to have "used fake seals or documents of agencies and organizations" to make fake ID cards to register for genuine phone SIM cards and create bank card accounts, then resell passwords and OTP codes to bad subjects on social networks to commit crimes, appropriating nearly 2 billion VND.

Authorities continued to discover and expand investigations into a number of cases of official corruption. During the month, the authorities prosecuted two cases and two defendants for the crimes of “Abusing trust to appropriate property” against a former civil servant of the Land Office of Nghia Duc Commune, Nghia Dan District, and “Forgery in work” against a former civil servant of the Justice Department of Son Hai Commune, Quynh Luu District.

The investigation, prosecution and trial of cases are ensured to be in accordance with the law. A number of cases and cases under the supervision and direction of the Provincial Party Standing Committee are focused on by the sectors.

The Provincial Steering Committee on Anti-Corruption and Negativity has proactively and effectively implemented its tasks; agencies, units and localities continue to pay attention to the work of receiving people, handling petitions, letters, complaints, denunciations, recommendations and reflections from citizens. Violations discovered through inspections and checks are recommended for timely handling.

The work of preventing and combating smuggling, trade fraud, trade in counterfeit, banned and poor quality goods, and food hygiene and safety has been promoted; the enforcement of civil judgments has seen many positive changes; fire prevention and fighting measures, and search and rescue work have been given attention.

ENSURING SECURITY AND SAFETY DURING NATIONAL DAY HOLIDAYS

Through the meeting, the Standing Committee of the Provincial Party Committee requested that the armed forces maintain combat readiness; coordinate with local authorities to organize patrols and control to protect sovereignty over borders, seas and islands, ensure national security, order and social safety in the area; ensure security, order and social safety on the occasion of National Day September 2.

Organize a drill on storm and flood prevention, search and rescue in 2023 in Nghi Loc district to ensure safety; organize a conference to exchange experiences in the drill on storm and flood prevention, search and rescue at the district level in 2023; pay attention to forest fire prevention and control, and response to floods and storms.

The Provincial Party Standing Committee also requested to strengthen the work of grasping the situation, ensuring security in all fields and areas; absolutely protecting the safety of important events of the province, high-ranking delegations of the Party and State, and international guests visiting and working in Nghe An.

Continue to handle and resolve complex, prominent issues that are of public concern; focus on effectively handling and resolving complex issues arising from the grassroots, avoiding passivity and surprise; step up the fight against and suppression of all types of crimes and law violations, especially crimes that violate social order, drug crimes, gambling crimes, high-tech crimes, etc.

Strengthen market management, food safety and hygiene inspection, promptly coordinate in handling acts of trading and transporting prohibited goods, counterfeit goods, etc.

Coordinate and perform well the work of detecting, transferring, receiving, classifying, and handling denunciations and reports of crimes; recommending prosecution, arrest, investigation, and handling of crimes... Strengthen the work of detecting and handling corruption and negativity through inspection, supervision, investigation, and handling of denunciations and handling of sources of information about crimes.

Party committees and authorities at all levels shall strengthen the work of receiving citizens, directly dialogue with citizens and handle citizens' reflections and recommendations according to regulations; focus on resolving cases and lawsuits monitored and directed by the Standing Committee of the Provincial Party Committee; maintain the effective operation of the Provincial Steering Committee on preventing and combating corruption and negativity; direct the effective handling and resolution of cases and lawsuits under the monitoring and direction of the Steering Committee.
