President Ho Chi Minh 's Testament is an invaluable historical document, embodying the thoughts, culture, intellect, morality, and noble soul of a great revolutionary leader, a man of great wisdom, humanity, and courage. For the past 55 years, President Ho Chi Minh's thoughts and Testament have always accompanied the nation; the entire Party, the entire people, and the entire army have remained steadfast and loyal to his revolutionary cause and ideals, excellently continuing the great revolutionary cause to which he dedicated and sacrificed his entire life.

Harnessing the strength of the entire nation.

At the recent scientific conference "55 Years of Implementing President Ho Chi Minh's Testament in Central Agencies (1969 - 2024)" organized by the Party Committee of the Central Agencies Bloc in coordination with the Office of the President , the Office of the National Assembly, the Ho Chi Minh National Political Academy, and the National Political Publishing House, National Assembly Chairman Tran Thanh Man emphasized the importance of unity in the Testament. In the Testament, President Ho Chi Minh instructed that "unity is an extremely precious tradition of the Party and of our people." Unity creates strength and is the source of all success. To build and consolidate the great national unity, there must first be unity within the entire Party. Unity within the Party is the prerequisite and the core of the great national unity, the basis for developing and combining national strength with the strength of the times, and the prerequisite for the victory of the revolutionary cause. Party committees and organizations at all levels, from the Central Committee to the grassroots branches, and every cadre and party member must strive to "preserve the unity and solidarity of the Party as carefully as they protect the pupil of their eye"; every party member and cadre must truly internalize revolutionary ethics, truly practice thrift, integrity, impartiality, and selflessness...

According to the Chairman of the National Assembly, by thoroughly understanding and applying Ho Chi Minh's thought on international solidarity and cooperation in the new era, the Party has consistently led the development and implementation of an independent, self-reliant, peaceful, cooperative, and developmental foreign policy; multilateralizing and diversifying foreign relations; proactively and actively integrating into the international community; being a friend, a reliable partner, and a responsible member of the international community; and resolutely building and developing a modern Vietnamese foreign policy and diplomacy deeply rooted in national identity – the "Vietnamese Bamboo" school of diplomacy.

In the process of building and defending the socialist Fatherland, especially over nearly 40 years of national renewal, thanks to harnessing the strength of the entire nation, with the continuous efforts and unity of generations of cadres, Party members, and people from all walks of life, our country has achieved great achievements of historical significance. Under the leadership of the Party, our people have built our country to be "increasingly more dignified and beautiful," as envisioned by President Ho Chi Minh.

Human resources are "the resource of all resources."

Associate Professor Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House, affirmed that throughout his life of struggle for national liberation and human emancipation, President Ho Chi Minh had only one "ultimate desire": to ensure that our country was completely independent, our people were completely free, and everyone had the right to pursue happiness. Therefore, in his Last Will and Testament, the issue of humanity, the ideology for humanity, and the liberation of humanity were deeply concerning to him and he meticulously established them. He clearly recognized the importance of nurturing the next generation of revolutionaries for the development and strength of the Party, as well as the development of the country.

According to Associate Professor Dr. Vu Trong Lam, in his Testament, President Ho Chi Minh addressed the issue of human resources in a profound, comprehensive, and scientific manner. In particular, he outlined a comprehensive system of solutions for each social class and group, considering the correct implementation of these solutions as the key factor determining success in solving the problem of developing the human factor in the nation's revolutionary cause – a cause that begins with human resources, is for human resources, serves human resources, and returns to human resources.

In accordance with President Ho Chi Minh's Testament, throughout the revolutionary leadership process, our Party has always considered human resources as "the resource of all resources," a crucial endogenous resource that determines the success of the cause of national construction and defense. All of the Party's policies and guidelines focus on nurturing and developing human resources on the basis of ensuring fairness and equality in citizens' rights and obligations; and maximizing the potential and strengths of human beings. The Party consistently affirms and emphasizes the particularly important role of developing human resources and comprehensively developing individuals to meet the requirements of our country's current renewal process.

Realizing the views and policies of the Party and State, after nearly 40 years of reform, Vietnam has achieved significant accomplishments in human development, highly appreciated by the international community. However, alongside these great achievements, the development of human resources still faces many shortcomings and limitations. In particular, the decline in political ideology, morality, and lifestyle among a significant number of cadres and Party members; corruption, waste, and negative practices remain serious problems. The implementation of comprehensive human development policies still faces many inadequacies, resources for human development are limited, wealth inequality is widening, and unemployment in rural areas is trending upwards... all of which are negatively impacting the development goals chosen by the Party and the people.

Associate Professor Vu Trong Lam emphasized that continuing to creatively apply Ho Chi Minh's thought on promoting the human factor, arousing and developing all resources and creative potential of the people, creating a combined strength for building and developing the country is an essential and urgent requirement in the coming years.
