Leaving the past behind and choosing a new path for the future - that is what Mr. Pham Van Nguyen, in Lang Chay hamlet, Van Han commune, always keeps in mind. From his family's small-scale livestock farming model, he boldly expanded the scale thanks to preferential loans from the Vietnam Bank for Social Policies (VBSP).
Mr. Nguyen shared: Returning to my family, it was very difficult at first. My family had a small farm, and seeing the efficiency, I wanted to develop it further, but I lacked capital. Thanks to the help of organizations, I was able to access capital from the VBSP and boldly expanded the scale of livestock farming.
With a loan of 100 million VND, Mr. Nguyen invested in a commercial chicken farming model, with nearly 10,000 chickens. Although it has just been implemented in the direction of large-scale production, the initial results are quite positive, bringing in good income. "Since having this farm, the family's economy has been less difficult, income is stable, life is getting better and better" - he added.
According to the local government, this is one of the typical models showing the practical effectiveness of the preferential credit program. Mr. Nguyen Kim Quyet, Vice Chairman of the People's Committee of Van Han Commune, commented: Policy capital not only helps people develop the economy, but also contributes to sustainable poverty reduction and ensuring social security in the area.

In Phu Lac commune, Mr. Luu Van Truong is also one of the cases that has access to capital under Decision No. 22. Sticking to his hometown's typical crop, tea, he has turned difficulties into motivation to rise up.
Mr. Truong said: When he first came back, his family's economy was still in need. Thanks to the financial support, his family was able to renovate the old tea garden and plant new tea varieties with higher productivity and quality. Thanks to that, production has gradually stabilized and he has more income. Currently, his family has renovated more than one hectare of tea and planted 3 new branches, opening up hope for the upcoming crop.
Not only providing opportunities for individuals, the loan program under Decision No. 22 of the Prime Minister is creating positive changes across the province. After more than 2 years of implementation, Thai Nguyen has had 518 people supported with loans, with a total outstanding loan balance of over 48 billion VND. In the first 9 months of 2025 alone, 175 more people had access to preferential capital, with loan turnover reaching nearly 17 billion VND.
Mr. Hoang Dinh Nhuan, Deputy Director of the Provincial Social Policy Bank, said: In the coming time, we will continue to coordinate with sectors, levels and entrusted organizations to review and support cases that are eligible for loans. At the same time, we will step up propaganda and replicate typical examples; organize training and transfer techniques to help borrowers use capital effectively, confidently develop the economy and integrate into the community.
Policy credit - a humane journey started from small models but contained great determination. The program has given many people confidence and opportunities to rebuild their lives and become economic masters. It is the effectiveness of a correct policy, and at the same time, it is a testament to the spirit of sharing and helping each other to develop so that each new journey begins with confidence and hope.
