Just a few days after submitting her loan application, Ms. Ngo Thi Tram Anh (resident of TDP 4, Bac Hong Linh Ward) received a loan disbursement of more than 78 million VND from the Hong Linh Social Policy Bank Transaction Office. Her family is the first household of the transaction office to access preferential capital under the credit program for students, master's students, and postgraduates in science , technology, engineering and mathematics (STEM).


Ms. Tram Anh shared: “My mother is a freelance worker, my father is a factory worker far from home, life is difficult so our biggest wish is to send our two children to university. My eldest daughter graduated from the National Economics University thanks to preferential capital from the student credit program. Now my second son - Nguyen Tien Dung (born 2007) has just become a new student at the Ho Chi Minh City University of Architecture thanks to the STEM credit program. Capital from the Social Policy Bank helps us and our children pursue their dream of knowledge.”
“With the STEM credit program, families can borrow nearly 400 million VND in 5 years for their children to study at university without collateral, with an interest rate of only 4.8%/year. Those precious funds are the foundation for students to overcome difficulties and build their future,” Ms. Tram Anh said emotionally.
At the Hong Linh Social Policy Bank Transaction Office, 3 STEM students received a total disbursement of 256 million VND, helping them to have the conditions to enroll in school and stabilize their finances right from the beginning of the school year.
Ms. Tran Thi Bich Ha - Director of the Hong Linh Social Policy Bank Transaction Office said: “On August 28, 2025, the Prime Minister issued Decision No. 29/2025/QD-TTg on credit for students, master's students, and postgraduate students in science, technology, engineering, and mathematics (STEM). The policy helps students cover tuition, living expenses, and other expenses throughout the study process. The transaction office is coordinating to promote policy communication and quickly disburse capital to eligible customers, ensuring that students, master's students, and postgraduate students have timely access and peace of mind in their studies.”

In Thach Ha commune, Doan Thi Thuy's family was also overwhelmed with happiness when her son Nguyen Thanh Minh (born in 2007) became a new student at the University of Posts and Telecommunications Technology. She has just received a disbursement of 108 million VND from the Thach Ha Social Policy Bank Transaction Office to pay tuition and living expenses for her son's first school year.
Ms. Thuy shared: “Our family is not eligible for student loans, so we were very worried about our child's education costs. Luckily, the STEM credit program was launched right when our child entered university. We were excited to be able to borrow 486 million VND for 5 years in the form of unsecured loans and only have to pay back the debt when our child graduates. The procedures were quick and simple, and the bank's enthusiastic guidance really helped us ease our worries.”

Mr. Le Hoang Quy - Deputy Director of the Transaction Office of Thach Ha Social Policy Bank informed: "The unit has actively coordinated to review each household with children studying at educational institutions, directly verify and guide loan application for eligible customers. Currently, 5 students have benefited from the policy with a total outstanding debt of more than 426 million VND".
The STEM credit policy is implemented to support the training of high-quality human resources, contributing to the implementation of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation. Students, graduate students and PhD students in STEM majors can borrow capital from the Social Policy Bank to cover all tuition fees, living expenses and study costs, with a maximum loan of VND 5 million/month.
In particular, borrowers can be supported up to 500 million VND without collateral, only when exceeding this amount must mortgage according to regulations. Disbursement is made for each school year, low interest rates, flexible repayment terms, helping to reduce the financial burden for students.
Mr. Phan Ngoc Vu - Deputy Head of Planning - Credit Operations Department (Social Policy Bank of Ha Tinh province) said: "The unit has coordinated with departments, branches, localities, political - social organizations to receive the mandate to propagate, guide the application and quickly disburse for 80 qualified students with a total outstanding loan of 5.8 billion VND. The capital not only helps poor students access knowledge, but also contributes to nurturing science - technology human resources for the future, creating a driving force for sustainable development for Ha Tinh homeland".

STEM credit capital is opening up learning opportunities for many Ha Tinh students. In order for the policy to be truly effective, in addition to the efforts of the Social Policy Bank in timely disbursement, it is necessary to have the support of entrusted socio-political organizations, local authorities and borrowers in using capital for the right purpose and effectively, avoiding the mentality of waiting and relying.
