STEM Credit - Elevating Science and Technology Students

(Baohatinh.vn) - Thanks to policy-based credit, many students in science, technology, engineering, and mathematics in Ha Tinh have overcome difficulties and nurtured their aspirations to contribute to society.

Just a few days after submitting her loan application, Ms. Ngo Thi Tram Anh (residing in Hamlet 4, Bac Hong Linh Ward) received a loan of over 78 million VND from the Hong Linh branch of the Vietnam Social Policy Bank. Her family was the first household at the branch to access preferential loans under the credit program for students, master's students, and doctoral candidates in science , technology, engineering, and mathematics (STEM).

Ms. Tram Anh's family was the first customer of the STEM credit program at the Hong Linh branch of the Vietnam Social Policy Bank.

Ms. Tram Anh shared: “My mother is a freelance worker, and my father is a factory worker far from home. Life is tough, so our biggest wish is for our two children to attend university. Our eldest daughter graduated from the National Economics University thanks to preferential loans from the student loan program. Now, our second son, Nguyen Tien Dung (born in 2007), has just become a freshman at the Ho Chi Minh City University of Architecture thanks to the STEM loan program. The funds from the Social Policy Bank have helped us and our children pursue our dreams of knowledge.”

“With the STEM credit program, our family was able to borrow nearly 400 million VND over 5 years for our child's university education without collateral, at an interest rate of only 4.8% per year. These precious funds are a support system for students to overcome difficulties and build their future,” said Ms. Tram Anh emotionally.

At the Hong Linh branch of the Vietnam Social Policy Bank, three STEM students received disbursements totaling 256 million VND, helping them to enroll and stabilize their finances right from the start of the academic year.

Ms. Tran Thi Bich Ha, Director of the Hong Linh Branch of the Vietnam Social Policy Bank, stated: “On August 28, 2025, the Prime Minister issued Decision No. 29/2025/QD-TTg on credit for students, master's students, and doctoral candidates in science, technology, engineering, and mathematics (STEM) fields. This policy helps students cover tuition fees, living expenses, and other costs throughout their studies. The branch is coordinating efforts to promote policy communication and expedite the disbursement of funds to eligible customers, ensuring that students, master's students, and doctoral candidates have timely access to these funds and can focus on their studies with peace of mind.”

Ms. Doan Thi Thuy's family was given the opportunity to access STEM credit.

In Thach Ha commune, the family of Ms. Doan Thi Thuy was also overjoyed when her son, Nguyen Thanh Minh (born in 2007), became a new student at the University of Posts and Telecommunications Technology. She recently received 108 million VND from the Thach Ha branch of the Social Policy Bank to cover tuition fees and living expenses for her son's first year of study.

Ms. Thuy shared: “Our family wasn't eligible for student loans, so we were very worried about our child's education expenses. Luckily, the STEM loan program was launched just in time for our child to enter university. We were thrilled to be able to borrow 486 million VND over 5 years on an unsecured basis, with repayment only due after graduation. The procedures were quick and easy, and the bank provided dedicated guidance, which really eased our worries.”

The Thach Ha branch of the Social Policy Bank has disbursed loans to 5 students under the STEM credit program.

Mr. Le Hoang Quy, Deputy Director of the Thach Ha branch of the Social Policy Bank, informed: “The unit has actively coordinated in reviewing each household with children studying at educational institutions, directly verifying and guiding eligible customers in preparing loan applications. Currently, 5 students have benefited from the policy with a total outstanding loan of over 426 million VND.”

The STEM credit policy is implemented to support the training of high-quality human resources, contributing to the implementation of Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation. Students, graduate students, and doctoral candidates in STEM fields can borrow from the Social Policy Bank to cover all tuition fees, living expenses, and study costs, with a maximum loan amount of 5 million VND per month.

Specifically, borrowers can receive support of up to 500 million VND without collateral; only when the amount exceeds this limit will collateral be required according to regulations. Disbursement is made annually, with low interest rates and flexible repayment terms, helping to reduce the financial burden on students.

Mr. Phan Ngoc Vu, Deputy Head of the Planning and Credit Operations Department (Social Policy Bank of Ha Tinh province), said: “The unit has coordinated with departments, localities, and political and social organizations entrusted with disbursing funds quickly to 80 eligible students with a total outstanding loan of 5.8 billion VND. This capital not only helps poor students access knowledge but also contributes to nurturing future scientific and technological human resources, creating momentum for sustainable development in Ha Tinh province.”

STEM credits have become a stepping stone for students in Ha Tinh to pursue their academic dreams.

STEM credit funding is opening up learning opportunities for many students in Ha Tinh. For the policy to be truly effective, in addition to the efforts of the Social Policy Bank in disbursing funds promptly, the cooperation of entrusted socio-political organizations, local authorities, and the borrowers themselves is crucial in using the capital for its intended purpose and effectively, avoiding a mentality of dependence and reliance. This is not only a responsibility towards the preferential capital from the State, but also a way for each student and each family to work together to cultivate high-quality human resources, contributing to making Ha Tinh a shining example in the development of science, technology, and innovation in the future.
