The State Bank of Vietnam (SBV) said that as of June 30, 2025, credit in the entire system increased by nearly 10%, 2.5 times higher than the same period in 2024 with a huge amount of credit released to the economy . Mr. Pham Chi Quang - Director of the Monetary Policy Department (SBV) said that capital is the lifeblood of the economy, so for the Vietnamese economy to achieve 8% growth this year and double-digit growth in the following years, credit is an indispensable driving force.
"Credit is forecast to increase higher than the target of 16% for this year. This year's inflation will be controlled at the target, so the possibility of credit being released to the economy this year will be large," said Mr. Quang, adding that the SBV always controls the inflation target to balance the inflation target and the injection of capital into the economy. Therefore, the SBV will also consider loosening the credit room for banks to have more room for lending.

At state-owned commercial banks, credit also grew positively in the first half of this year. Chairman of the Board of Directors (BOD) of Vietcombank Nguyen Thanh Tung also said that as of June 30, 2025, the total credit of the Vietcombank system reached 1.6 million billion VND, an increase of 11.1% compared to the end of 2024. Excluding the more than 50,000 billion VND of outstanding loans supporting VCB Neo, the increase reached 7.5%. Credit quality continues to be effectively controlled, with the bad debt ratio maintained below 1%.
According to Vietcombank, in order to contribute to realizing the economic growth target of 8% or more in 2025 as directed by the Prime Minister, Vietcombank sets a credit growth target of at least 16.5% by the end of the year and is proactively implementing many solutions to meet the maximum capital needs of the economy. The bank always proactively approaches customers, designs financial solution packages suitable for the characteristics of each subject; accompanies to remove difficulties in mechanisms, policies, and markets.
Vietcombank's credit orientation continues to focus on the production and business sector, a priority sector of the Government and the State Bank, with outstanding loans currently accounting for about 35% of total outstanding loans. Vietcombank also promotes its role as a key organization in financing large, key projects of the economy. In the first 6 months of the year, the bank has independently financed or acted as a focal point for credit arrangements for many important projects. In the coming time, Vietcombank will continue to finance new projects with high credit values for many key projects, large projects that play an important role in promoting socio-economic growth in localities and nationwide.
Agribank also said that the business performance of the entire system in the first 6 months of the year achieved positive results compared to the same period last year, reaching the highest level after 4 years of implementing the restructuring plan associated with bad debt settlement in the period 2021-2025. In the first 6 months of the year, Agribank's mobilized capital reached over 2.1 million billion VND, up 6.4% over the beginning of the year. Agribank's outstanding loans to the economy reached over 1.85 million billion VND, up 7.6% over the beginning of the year, higher than the same period in 2024. Of which, outstanding loans to agriculture and rural areas reached over 1.13 million billion VND, accounting for over 61% of outstanding loans to the economy.
Previously, this Bank also announced a report on general objectives and business plan for 2025. In particular, pre-tax profit was at VND 28,688 billion and was adjusted according to the State Bank's opinion after receiving the opinion of the Ministry of Finance. However, Agribank did not specify whether this was individual or consolidated profit.
At some commercial banks such as ACB, outstanding loans also increased by 8% in the first half of this year. Bank leaders said that credit is gradually improving and expect more positive results in the second half of 2025 when it enters the peak business season and interest rates are stable.
In the first 6 months of 2025, Nam A Bank recorded pre-tax profit of over VND 2,500 billion, up 14% over the same period. This positive result came from strong credit growth. In addition, profits from trading and investing in valuable papers recorded impressive growth, contributing significantly to total operating income during the period.
By the end of June 2025, Nam A Bank's total assets reached nearly VND 315,000 billion, an increase of more than 30% compared to the beginning of the year. Outstanding credit reached nearly VND 193,000 billion, an increase of 14.7% compared to the beginning of the year, and mobilization from economic organizations and residents reached nearly VND 211,000 billion, an increase of more than 22% compared to the beginning of the year.
According to the results of the survey on business trends in the third quarter of 2025 of credit institutions and foreign bank branches (CIs) conducted by the State Bank, it shows that interest rates for capital mobilization and VND lending continued to decrease slightly in the second quarter, especially lending interest rates.
This survey shows that the demand for banking services continued to increase strongly in the second quarter and is expected to continue in the third quarter as well as the whole year of 2025. Notably, up to 62.6% of credit institutions expect the demand for loans to increase, surpassing the demand for payments and deposits. Credit institutions have raised their expectations for credit growth in 2025 to 16.8%, higher than the actual growth rate in 2024; capital mobilization growth has also been adjusted up to 13.9%, if achieved, this will be the highest level in the past 5 years.
