Previously, Nhan Dan Newspaper published an article "Many vehicle inspection centers operate without completing legal procedures", reflecting on the fact that: While the whole country is tightening vehicle inspection activities to ensure traffic safety, in Son La, some vehicle inspection centers are still operating without completing legal procedures, some even having expired land leases since 2020. This situation poses a potential risk to traffic safety and shows loopholes in State management.

At the meeting, representatives of the inspection centers admitted that the content of Nhan Dan Newspaper was true. The units said they were completing legal procedures according to regulations. At the same time, they requested the province and departments and branches to create favorable conditions for them to continue operating while completing the documents, avoiding affecting production, business and employment of workers.
A representative of the Son La Province Department of Construction said that the activities of the inspection centers were previously managed by the Vietnam Register, and were only handed over to Son La Province for management on July 1. The fact that some centers have not been licensed to connect to National Highway 6 is a "historical issue".

The Department of Construction requested the province to allow the units to continue operating while completing the procedures. If the deadline is exceeded and they are not completed, they will be handled in accordance with legal regulations.
Representative of Van Ho commune, Son La province, informed: Regarding Inspection Branch 2603D, the investor is submitting a dossier to adjust the investment policy of the Rest Stop, Passenger Pick-up and Drop-off Station and Inspection Station project in Van Ho district. Van Ho commune People's Committee issued Document No. 1166/UBND-KT dated October 24, 2025 agreeing with this adjustment proposal and requesting the investor to promptly complete the procedures on planning, master plan, construction investment project and apply for construction permit according to regulations.
Regarding the 2602D Inspection Center, the representative of the Department of Agriculture and Environment said: The Department has sent a document requesting the unit to commit to finding a new location to consider the plan to extend the land lease, but has not received any response yet. The central area is currently no longer suitable for planning, because it is located close to the 7.11 market and a densely populated area, considering extending it every year so that the business has time to find a new location.
At the meeting, representatives of To Hieu ward, the Department of Finance, the provincial Tax Department and relevant agencies all agreed on the point of view: Inspection units must complete all legal procedures. If they cannot fix the problem, they must temporarily suspend operations in accordance with regulations.

Son La province's tax representative affirmed that the annual land tax collection for center 2602D is in accordance with the law, even in cases where the land has expired and has not been extended but the enterprise is still using it.
Concluding the working session, Vice Chairman of Son La Provincial People's Committee Nguyen Thanh Cong highly appreciated the spirit of objective and timely reflection of Nhan Dan Newspaper, helping the province grasp practical information to direct handling.

The Vice Chairman of the province emphasized: The reflections of Nhan Dan Newspaper are true to reality, showing that there are still problems in management work. The province will conduct a comprehensive inspection and review, requesting relevant units to report the results before November 5, 2025 to propose appropriate handling directions in accordance with legal regulations.
The Vice Chairman of the People's Committee of Son La province requested departments, branches and establishments to strengthen inspection and rectification, not only for the 3 inspection centers mentioned in the article but also for other areas at risk of similar violations, to avoid the situation where the press only reports on the situation.

Require departments and branches to propose specific solutions in accordance with legal regulations and inspection units need to review missing legal procedures... If not guaranteed, operations will be stopped.
He also requested Nhan Dan Newspaper to continue to accompany and objectively reflect the province's handling process of inspection centers, contributing to improving the effectiveness and efficiency of state management and ensuring traffic safety in the area.
