Clear concepts of strategic reserves, national reserves and national reserve strategy
Regarding the draft Law on National Reserves (amended), Vice Chairman of the National Assembly , Senior Lieutenant General Tran Quang Phuong said that the three concepts: strategic reserves, national reserves and national reserve strategy in the draft Law are still confused.

Specifically, strategic reserves are a macro concept of an orientational nature, determined by policies and laws, expressing the State's strategic vision on the types of goods that need to be reserved on a large scale, to respond to long-term situations, security and defense risks. This is not a specialized legal term.
According to the Vice Chairman of the National Assembly, strategic resource groups are also strategic reserves and are not always included in the 5-year national reserve plan, but must be from 10 years or more. At the same time, they serve long-term situations such as energy crisis, war, conflict, global fluctuations in food, energy, etc.
Strategic reserves meet long-term requirements. If the law wants to specify them, it only states the concept and has principles such as: The State needs to preserve strategic resources and strategic goods to reserve to meet long-term situations of economic security, social security, and national defense security. In each period, there may be a number of strategic reserve items included in the national reserve.
For national reserves, this is an official legal concept, regulated by law, managed and implemented in practice, that is, every 5 years a national reserve plan must be made or in the 10-year strategy, how to orient national reserves in 10 years and what the 5-year plan is.
The Vice Chairman of the National Assembly emphasized that the content that can be made public is the list of national reserves and the Government will develop a 5-year reserve plan; at the same time, outline the budget expenditure estimate for national reserves, this content must be made public and under the authority of the National Assembly to decide. As for sudden cases, grants for epidemics and natural disasters under the authority of the Government, the Government will decide, the rest must be reported to the National Assembly Standing Committee and the National Assembly.

Emphasizing the National Assembly's task of institutionalizing the very new policies of Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development, Resolution 72-NQ/TW of the Politburo on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health, Vice Chairman of the National Assembly Tran Quang Phuong said that we must review how many major orientations the Politburo has.

For example, how much educational content has been included in the draft Law on amending and supplementing a number of articles of the Law on Education, the draft Law on Higher Education (amended), the draft Law on Vocational Education (amended)...
In accordance with the spirit of legal innovation, what is mature, clear, and has consensus will be included in the law, while what is still in motion, developing, has different opinions, and is not mature and clear enough will be included in the two Resolutions.
"These two Resolutions stipulate specific and outstanding policies because this is a specific industry, and outstanding because the law has not yet regulated it, so there must be outstanding policies," the Vice Chairman of the National Assembly noted.
Regarding Resolution 72, the recently revised laws on health care that have not been included must now be included in the draft Resolution of the National Assembly to create specific and outstanding policies such as: Traditional medicine, large-scale private hospitals, specialized hospitals, early access to services, geriatric care, village midwives, pharmaceutical testing and inspection systems, insurance linkages, digital transformation, attracting foreign investment, care facilities for the disadvantaged, etc.
We also have regulations on prioritizing the arrangement of surplus headquarters for healthcare and education, but in reality it is difficult to accept them because their functions are not suitable, and accepting them requires money for repairs, while there is no budget. So in addition to the priority, we must arrange funds to renovate the functions. What if renovating the functions is more expensive than building new ones?
"If one repair cost is equal to three construction costs, it will be very difficult. Therefore, careful calculation is needed." Noting this issue, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the Government must have a report listing the policies of these two Resolutions, which policies have been incorporated into the laws, which ones are in motion and development and cannot be included in the law, then put them into a special, outstanding Resolution to solve the immediate problem.
The Vice Chairman of the National Assembly also hopes that the Government will pilot the construction of a number of international training centers in Vietnam in major cities. Boldly arrange preferential policies on land and taxes, and invite international universities to open branches. We do not need to study abroad but can still receive high-quality training in the country.
