On the morning of November 17, in Hanoi, the Government Inspectorate solemnly held a ceremony to celebrate the 80th anniversary of the Vietnam Inspectorate's Traditional Day (November 23, 1945 - November 23, 2025). This is a political event of special significance for the Inspectorate sector to review the glorious 80-year journey and pay tribute to generations of leaders, cadres, civil servants, public employees, and workers; confidently and proudly stepping into a new era with the aspiration to contribute to a strong and prosperous Vietnam.

Building an honest, effective, people-oriented and people-serving administration
Reading the speech at the ceremony, Party Central Committee member, Government Inspector General Doan Hong Phong said that 80 years ago, on November 23, 1945, President Ho Chi Minh signed Decree No. 64 establishing the Special Inspectorate - the predecessor of the current Vietnamese Inspectorate. President Ho Chi Minh believed that: "The Government needs a Special Inspectorate, on behalf of the Government, to regularly inspect all work, detect wrongdoings for timely correction." Therefore, he selected two trusted cadres, Mr. Bui Bang Doan and comrade Cu Huy Can. This historical event demonstrated the far-sighted vision and special attention of President Ho Chi Minh and the provisional revolutionary government to establish a monitoring and inspection mechanism, ensuring the purity and integrity of the state apparatus, strengthening the rule of law, and maintaining the people's trust in the revolutionary government.
Over 80 years of construction and development, the Inspectorate has always accompanied the country through many historical moments with two glorious long-term resistance wars of the nation and accompanied the nation in the cause of innovation, promoting industrialization, modernization of the country and international integration. To carry out its mission in each historical period of the revolution, the Inspectorate has been assigned many functions and tasks with different names such as: Special Inspectorate, Government Inspectorate, Central Inspectorate of the Government, Government Inspectorate Committee, State Inspectorate Committee, State Inspectorate, Government Inspectorate.
The apparatus, organization and force of the Inspectorate are constantly growing and gradually being improved from the central to local levels. Inspectorate staff always maintain their political qualities and mettle, demonstrating their role as the core force in the fight against corruption, waste, negativity, and maintaining discipline and order in state administration. The Inspectorate is proud to have strived to make an important contribution to the great, historical and epochal achievements of the country.

During the past 80 years, regardless of the period or difficult circumstances, under the correct and wise leadership of the Party, the drastic direction and management of the Government and the Prime Minister, and the close coordination of central and local ministries, branches and sectors, the Inspectorate has always excellently completed all assigned tasks; been one of the "vanguard forces" in the fight against corruption, waste and negativity, contributing to maintaining discipline, administrative order and building a socialist rule-of-law state of the people, by the people and for the people.
In recognition of the achievements of the Inspection sector in the cause of national construction and development, the Inspection sector has been awarded many noble titles by the Party and State such as the Gold Star Order, Ho Chi Minh Order and First Class Independence Order.
With the aspiration to contribute to the country's development in the coming time, Government Inspector General Doan Hong Phong called on all cadres, civil servants, public employees and workers of the Inspectorate sector to promote the glorious 80-year tradition, unite, join hands and continue to write glorious pages of history, and together with the country firmly step into a new era, an era of wealth, power, prosperity, civilization and happiness.
At the ceremony, on behalf of the Party and State leaders and with personal feelings, General Secretary To Lam cordially sent to all leaders, cadres, civil servants, public employees and workers of the Inspection sector through the periods, his warm regards and best wishes.
The General Secretary emphasized that our country is entering a new stage of development, with the aspiration to build a strong, prosperous and happy Vietnam, aiming to become a developed, high-income country by 2045. Rapid, strong development, deep integration, along with economic, social, technological and environmental challenges, pose higher and more comprehensive requirements for the inspection work - the agency that plays the role of ensuring integrity, efficiency and fairness in state management.
The General Secretary pointed out that today, the Inspectorate is not only a tool to detect violations, but also an institution to create transparency, promote innovation, and protect social stability and trust. Good governance must have a strong monitoring mechanism; and the Inspectorate is the pillar of this mechanism.
With that vision, the General Secretary requested that the Inspection sector continue to comprehensively innovate and strongly modernize, linking inspection work with development goals, putting people at the center of all activities, aiming to build an honest, effective, and people-serving administration.
The General Secretary suggested a number of key orientations and tasks in the coming period, emphasizing that the Inspection sector thoroughly grasps the Party's guidelines and policies on building and rectifying the Party and the socialist rule-of-law State; effectively implementing the Resolution of the 14th Party Congress, concretizing the spirit of innovation, rapid and sustainable development.
The Government Inspectorate Party Committee needs to focus on developing the Project "Strengthening the Party's leadership over inspection work, meeting the requirements of preventing and combating corruption, waste and negativity" - in which the mechanism, content and methods of Party leadership in the inspection field are clarified, ensuring the Party's comprehensive leadership, while respecting the principles of independence, objectivity, publicity, transparency and compliance with the law.
Must have "bright mind, strong intellect, pure karma, correct actions"
The General Secretary pointed out that it is necessary to consider inspection work, citizen reception, complaint and denunciation settlement, and anti-corruption, waste and negativity prevention as key political tasks, closely linked with the work of Party building and rectification and building a socialist rule-of-law state that is honest, creative and serves the people.
The General Secretary requested the sector to strongly innovate its thinking and inspection methods. Inspection is not only to detect and handle violations, but also to prevent, create and promote development. Each inspection must aim at a dual goal: early detection of violations to protect public assets, while creating conditions to remove difficulties and obstacles for organizations, businesses and people. Preventing and combating corruption, waste and negativity is not only to handle violations, but also to clean up the investment environment, strengthen trust, promote economic development, and ensure healthy and transparent competition.

Inspection work needs to shift its focus from “handling violations” to “early, remote prevention,” combining administrative inspection with thematic inspection, and on-site inspection with digital data analysis. Inspection must be one step ahead, forecasting and warning of risks early, not allowing small violations to accumulate into major ones. All inspection activities must be objective, impartial, transparent, and adhere to the motto: “No forbidden zones, no exceptions, but also no extremes or formalities.”
The General Secretary noted that, through the inspection results, it is necessary to step up the summary of practices, detect problems, make recommendations to improve institutions, policies and laws, detect and overcome "gaps" and "loopholes" in state management and law enforcement, creating a favorable environment for innovation, creativity and development.
The General Secretary emphasized that it is necessary to promote modernization, technology application and digital transformation in the Inspection sector, that is, to effectively implement Resolution No. 57-NQ/TW of the Politburo; to focus on building and operating a national database on citizen reception, handling complaints and denunciations; on controlling assets and income of people with positions and powers; to connect with other national databases such as population, land, finance, banking, etc. Towards carrying out inspection, handling complaints and denunciations, monitoring and handling entirely in the digital environment - transparent, fast, effective and economical.
The General Secretary requested that we take care of Party building work and build a team of inspectors who are truly honest, courageous, intelligent, and proficient. Inspectors must be people with “a bright heart, a strong mind, a good career, and correct actions”; have the courage to protect what is right, fight against what is wrong, and dare to take responsibility for the common good, just as Uncle Ho taught: “Inspectors are like mirrors for people to look at themselves in; a dirty mirror cannot be used to look at others.”
Inspectorates need to continue to improve the mechanism to encourage and protect cadres who dare to think, dare to do, and dare to take responsibility; promptly reward people of integrity and strictly discipline violators, to create a clean, democratic, and united working environment.
In the process of performing its tasks, the Inspectorate needs to closely coordinate with departments, ministries, branches, and localities, especially agencies in the internal affairs sector, to ensure synchronization, unity, and effectiveness. Party committees and authorities at all levels need to continue to pay attention to leading, directing, and creating favorable conditions for the Inspectorate to perform its functions and tasks well; so that inspection can truly become one of the key tools in building an honest, rule-of-law, and development-creating State.
With the comprehensive leadership of the Party, the management of the State, the support of the entire political system and the people, and the spirit of solidarity, responsibility and dedication of all cadres, civil servants, public employees and workers, the General Secretary believes that the Vietnamese Inspectorate will continue to promote its glorious tradition, achieve many great achievements, and make worthy contributions to the cause of building and defending the Fatherland.
The General Secretary wishes that the Inspectorate must always be the eyes and ears of the superiors, the trust of the subordinates, the mirror reflecting the integrity and fairness of the State, and the solid support of the people for the Party and the regime. Keeping the example of the Inspectorate always pure means keeping the people's trust always sustainable, keeping the public administration always clean, effective and efficient./.
