General Secretary To Lam affirmed that Vietnam is a coastal country. To achieve strategic development goals in the coming time, Vietnam needs to become a powerful maritime nation, actively contributing to peace , security, cooperation and development in the region and the world.

The General Secretary proposed that the Russian Federation, as a major power with extensive experience in maritime activities, will support and cooperate with Vietnam on the basis of mutual benefit, in line with the traditional friendship and comprehensive strategic partnership.

General Secretary To Lam asked the Russian Maritime Council and Mr. Patrushev personally to support and promote cooperation with Vietnam in marine policy research, marine and ocean science research, development of marine infrastructure systems, maritime transport routes, logistics systems, human resource training; support Vietnam in sustainable and effective management and exploitation of marine space...

Presidential Assistant, Chairman of the Russian Federation Sea Council Nikolai Patrushev said that Russia attaches importance to developing the Comprehensive Strategic Partnership with Vietnam as one of Russia's leading important partners in the Asia-Pacific region.

Mr. Patrushev reported to the General Secretary on the results of very effective and substantive talks with Vietnamese agencies, ministries and sectors to implement new but promising areas of cooperation.

This is a practical step in implementing the Joint Statement on major orientations for bilateral relations in the new phase of cooperation, as well as the commitments and agreements reached during General Secretary To Lam's visit to Russia in May.

Mr. Patrushev affirmed that he will report to President Putin to coordinate and urge ministries, branches and agencies of the two countries to vigorously implement cooperation in the maritime sector and other fields. Russia is ready to cooperate closely with Vietnam in building and perfecting international maritime routes, including using Vietnam's deep-water ports as regional and international logistics centers.

The two sides highly appreciated the results of cooperation within the framework of the Tropical Center and agreed to further improve the efficiency of the Center's operations, while expanding and enhancing cooperation in scientific research, development and application of technology, new materials and other products and technologies...

General Secretary To Lam affirmed his support for Russia to enhance its role and voice in Southeast Asia and the Asia-Pacific region, and asked Russia to support the stance and viewpoint of Vietnam and ASEAN regarding the East Sea on the basis of compliance with international law, especially the 1982 UNCLOS.

On this occasion, Mr. Patrushev respectfully awarded General Secretary To Lam the medal "For Cooperation in the Marine Sector" in recognition of the General Secretary's great contributions to the Comprehensive Strategic Partnership between the two countries in general and his guiding role in bilateral cooperation in the marine sector.

Also this afternoon, President Luong Cuong received Assistant to the President of Russia, Chairman of the Russian Federation Maritime Council Nikolai Patrushev.

President Luong Cuong highly appreciated the visit of Presidential Assistant and Chairman of the Russian Maritime Council Patrushev, considering it one of the important activities in implementing substantive cooperation to bring Vietnam-Russia relations to a new height.

The President affirmed that Vietnam always remembers the valuable support and assistance of the people of the former Soviet Union and Russia today.

The President suggested that agencies, ministries, sectors and localities of the two countries need to have specific and frank exchanges to deploy cooperation in each field, realizing agreements and commitments of the two countries' high-ranking leaders.

At the same time, President Luong Cuong asked the Russian Maritime Council to support the promotion of cooperation and support for Vietnam in the maritime space, as well as in traditional and pillar areas such as defense - security, energy - oil and gas, economy - trade, education - training, transportation... in accordance with the interests of each side, for peace, stability and common development in the region and the world.

Russian Presidential Assistant, Chairman of the Russian Maritime Council Nikolai Patrushev assessed that bilateral cooperation still has much potential and room for development. The Russian Federal Maritime Council will continue to support the expansion of cooperation with Vietnam, including maritime cooperation, with a focus on scientific and technical research in the maritime field.

The two sides agreed to strengthen the mutual consultation mechanism between specialized agencies to handle difficulties and obstacles and promote effective and substantive cooperation in all fields, to effectively serve the construction and development of the two countries.
