“I think Harvard should limit the number of international students to 15%, not 31%. We have many American students who want to go to Harvard and other prestigious universities, but they can’t get in because there are too many international students there,” US President Donald Trump said at the White House before the US media.
The statement marks the first time a US president has publicly and specifically outlined a goal for Harvard.

US President Donald Trump and US government officials have repeatedly asserted that Harvard is just “an example” and that other universities may face similar measures.
This is part of the US government's effort to force prestigious US universities to adjust their admissions, recruitment, research orientation, teaching orientation policies...
Harvard is becoming a “key example” as US authorities have taken many “punitive” measures against the school after it refused to make changes requested by the authorities.
Harvard has not yet responded to the President’s new proposal. According to Harvard, the school currently has nearly 7,000 international students, accounting for about 27% of the total student body. However, the 31% figure is often used by the President in statements.
It is understood that the US President is counting the group of graduate students and foreigners taking non-degree courses at Harvard. If this group is included, the number could be more than 10,000 people.
Also in a media meeting on May 28, the US President emphasized: “International students must be people who love America.” In addition, Mr. Trump also compared Harvard University with Columbia University, another prestigious university in the US.
“Harvard needs to understand that we don’t want to do anything to hurt them,” Trump said. “They’re hurting themselves. They’re choosing to fight. Columbia has the same problems as Harvard, they have a group of students who are racist and extremist.
But at least Columbia is working with the government to fix the problem. Harvard wants to look smart and ends up in a mess.”
