Ho Chi Minh City has not yet allocated VND12,599 billion to invest in 3 canal renovation projects.

Ho Chi Minh City has not yet arranged medium-term capital for the 2021-2025 period to invest in three canal and ditch renovation projects including: Hy Vong Canal, Van Thanh Canal, and Te Canal with a total investment of VND 12,599 billion.

The Department of Planning and Investment of Ho Chi Minh City recently issued document No. 7712/SKHĐT-KTN reporting to the City People's Committee on capital allocation to implement environmental improvement projects and relocate houses along canals and ditches.

Tens of thousands of dilapidated houses along canals in Ho Chi Minh City have not been relocated to improve the environment of polluted canals.

Currently, Ho Chi Minh City has balanced and allocated enough medium-term capital for the 2021-2025 period and annual planned capital to carry out site clearance compensation for 7 canal and ditch renovation projects.

Some projects have total investment capital of up to thousands of billions of VND such as: Xuyen Tam Canal Renovation Project, total investment of more than 9,600 billion VND, the capital plan assigned in 2024 is 6,212 billion VND; Dredging and environmental improvement project of the North bank of Doi Canal, District 8, total investment capital of nearly 5,000 billion VND, the medium-term capital assigned for the period 2021-2025 is 3,403 billion VND.

Due to the allocation of capital for many other urgent projects, there are 3 remaining projects including: Hy Vong Canal renovation, Tan Binh District (1,980 billion VND); Van Thanh Canal dredging and renovation project, Binh Thanh District (6,191 billion VND); Te Canal infrastructure construction and environmental improvement project (expanding Ton That Thuyet Street and green park along Te Canal, investment capital of 4,428 billion VND).

On February 26, 2024, the Department of Planning and Investment issued Document No. 2042/TTr-SKHĐT reporting to the Ho Chi Minh City People's Committee to adjust and supplement the medium-term public investment plan for the period 2021-2025 from local budget capital, including reporting to the City People's Committee on the ability to balance the remaining medium-term capital for the period 2021-2025 for projects.

The Department of Planning and Investment said that in the process of developing a plan to use additional medium-term public investment capital for the 2021-2025 period, relevant agencies have not yet prioritized capital balance for the above 3 projects to implement the next investment procedures.

On March 8, 2024, the Ho Chi Minh City People's Committee issued Document No. 1148/TTr - UBND to the City People's Council to supplement medium-term capital for many projects. However, the list of additional capital does not include 3 projects to renovate Hy Vong Canal; Van Thanh Canal and improve the environment of Kenh Te Canal.

In order to soon start the construction of 3 projects to renovate Hy Vong Canal; Van Thanh Canal and improve the environment of Te Canal, the Department of Transport and the Department of Construction proposed that the City People's Committee supplement the medium-term public investment capital for the period 2021-2025 and the period 2026-2030 to carry out the next investment procedures.
