During his first field trip to a specific project in his new position, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang and his delegation surveyed the progress of the Xuyen Tam canal project - a project that has just been restarted after 20 years of waiting but is still facing many problems. This is both a field trip and a means of promoting urban beautification through the clearance of houses on and along the canals, associated with the requirement of timely disbursement of public investment capital.

More importantly, the project’s ultimate goal is to improve the quality of life and ensure a civilized and safe living environment. To achieve this, city leaders must resolutely “roll up their sleeves” and directly direct the removal of “obstacles” that arise during the implementation process.

In reality, the Xuyen Tam canal project is facing three main bottlenecks: site clearance, project bidding, and the operation of the two-level local government apparatus after the merger has not been able to keep up with the schedule. Of these, site clearance is the biggest bottleneck.

Specifically, the application of the 2024 Land Law causes 43 cases under the XL-03 package to be supplemented according to the new compensation plan. There is a phenomenon of project overlap: 35 households subject to clearance under the previous Binh Hoa Residential - Commercial Area project, now transferred to the Xuyen Tam canal project, so the compensation plan must be supplemented according to the new project. Not to mention, hundreds of households have transferred by hand, established by notarization, so it is necessary to study the compensation policy to suit the actual characteristics of each ward and commune. In addition, the project also encountered problems in the stage of determining the purchase price, hire-purchase and social housing rental, the minimum resettlement rate according to different areas, so the departments and branches need time to calculate the value and announce, leading to delays in progress.

In addition, while the new ward and commune apparatus is still stabilizing after the merger, Decree 151/2025/ND-CP on the delimitation of authority of two-level local governments, decentralization and delegation in the land sector has just been issued, forcing many files to be transferred to a new form of application. These factors have resonated, slowing down the general progress. The above problems are not new, especially the "bones" of site clearance, which has long been an inherent bottleneck of infrastructure projects. However, in the new context, many difficulties have arisen, and the complexity has increased. Therefore, this survey trip is not simply a "witness account", but from there, the head of the Ho Chi Minh City Party Committee directly grasps, directs the removal of each item, each issue, and orients the implementation according to new regulations, decentralization and delegation of authority.

Remember, in the closing speech of the 4th Ho Chi Minh City Party Committee Conference (expanded) on September 15, comrade Tran Luu Quang mentioned the need to strengthen professional guidance, authority, even "hand-holding" at the grassroots level, especially in two areas of concern: land management, compensation for site clearance and construction order management. Immediately after that, the Standing Committee of the Ho Chi Minh City Party Committee announced that it would establish inspection and supervision teams for commune-level party committees in the process of operating the two-level government to promptly resolve arising difficulties. It can be seen that the survey of Xuyen Tam canal this time is a concrete realization of what the Secretary of the Ho Chi Minh City Party Committee stated, and no one else but the comrade is the pioneer at the grassroots level, choosing the "suspended" people's project for 20 years to directly grasp, direct and resolve it.

Reality is always full of difficulties, especially after the consolidation of the apparatus, the challenge for the new operation is even greater. However, facing frankly and resolutely removing obstacles with open mechanisms and new regulations; in a proactive attitude of taking responsibility, daring to think, daring to do, daring to "go ahead" even when there is not enough guidance, that is the measure of work performance (KPI) of cadres and civil servants before the people.
