After analyzing the advantages and disadvantages of each option, the Ho Chi Minh City People's Committee proposed to choose option 1 because it has favorable conditions for the earliest implementation because metro section No. 2 from Ben Thanh - Tham Luong (about 12 km) has completed site clearance, expected to start construction in 2025 and be completed before 2032.
At Ba Queo station area, Truong Chinh and Tan Ky - Tan Quy roads are being studied for expansion, expected to be completed in 2029, facilitating the connection of passengers from Tan Son Nhat airport to the metro station.
Meanwhile, the Ben Thanh - Thu Thiem section (about 6 km) is expected to run underground along Ham Nghi and Mai Chi Tho streets, which is convenient for site clearance and can be deployed quickly.
The Thu Thiem - Long Thanh railway line mainly runs along the Ho Chi Minh City - Long Thanh - Dau Giay expressway corridor and Ring Road 3, most of which is vacant land, making site clearance convenient.
Furthermore, railway projects in Ho Chi Minh City are receiving attention from a number of investors. In particular, Truong Hai Group ( Thaco ) proposed a plan to connect metro line 2 and the Thu Thiem - Long Thanh railway line in the form of public-private partnership (PPP), BT contract type.
In addition, Pacific Construction Group (China) also proposed a plan to connect the Thu Thiem - Long Thanh railway line with metro line No. 6, in three forms: public investment as a general contractor (EPC); PPP investment (BT contract); turnkey contract.
Based on the research results, the Ho Chi Minh City People's Committee proposed that the Prime Minister consider and agree on the policy of prioritizing the acceleration of metro line 2 (Ben Thanh - Tham Luong, Ben Thanh - Thu Thiem) and the Thu Thiem - Long Thanh railway line.
At the same time, continue to invest in urban railway line No. 6 to connect Tan Son Nhat Airport with Long Thanh Airport.
Ho Chi Minh City also proposed to proactively work with capable investors and contractors to implement the project under the PPP form, ensuring progress and efficiency.
